Senior Regulatory Policy Specialist

Are you looking to work on current and emerging policy issues, particularly those related to immigration policy?  Do you want to apply your education and experience to help government agencies improve the way they develop and implement immigration-related regulations, policies, and programs?  

ICF's Regulatory, Policy and Economics Group seeks a Senior Regulatory Policy Specialist to support the Department of Homeland Security (DHS) on immigration-related topics and programs.

The position will be located in either Washington, DC or Fairfax, VA, depending on the client’s requirements (with flexibility for telework considered).  

Ideal candidates will combine a detail-oriented approach and effective organizational capabilities, excellent verbal and interpersonal skills, and equally strong research, policy analysis, and writing skills to work with our clients in the Department of Homeland Security to support their development and implementation of policies and programs. 

What you will do:

  • Interact directly with clients within the Department of Homeland Security (DHS)
  • Provide direct client support on varied immigration-related tasks and projects
  • Draft and edit regulatory documents (e.g., policy directives, notices, rulemaking documents, briefings, presentations) under client direction and for client review
  • Attend intra-agency meetings and working groups
  • Provide verbal and written progress updates to client and ICF staff
  • Provide other administrative support to DHS, as requested

Minimum qualifications:

  • Bachelor's degree (in Public Policy, Political Science, or a related field) plus at least 5 years of related work experience at a government agency, professional services firm, or related environment; OR
  • Master's degree (in Public Policy, Social Science, Public Administration or a related field) or equivalent (e.g., law degree/JD), plus 2+ years of relevant work experience
  • Understanding of and experience with the federal rulemaking process
  • 2-5 years of work experience in policy research/analysis, regulatory/policy development, program management
  • U.S. Citizenship is required per federal contracts
  • Ability to obtain and maintain a moderate-level government security clearance from select government agencies, including DHS
  • Willingness to locate and work in the Washington DC area
  • Excellent verbal, interpersonal, and written communications skills
  • Strong attention to detail, with analytical, organizational, problem-solving, and time-management skills.
  • Ability to prioritize and work on multiple tasks under strict deadlines in a fast-paced environment
  • Ability to work well in a team-oriented environment.
  • Proficiency in MS Office (Word, Excel, Outlook, PowerPoint) and Adobe

Preferred qualifications:

  • Expertise in and/or understanding of DHS-wide immigration-related laws, regulations, policies, programs, and operations
  • Regulatory research skills
