Senior Project Manager

Our Public Sector Group (PSG) is growing, and we are looking for a talented, highly motivated Senior Project Manager to join our ICF’s Digital Modernization Division.  You will be responsible for helping government clients plan, manage and execute their most complex digital transformation programs. You will lead cross functional teams to define project requirements, drive efforts to scope and scale project delivery, build strong relationships with clients, report on accurate project financials, develop and manage resource needs.

This candidate will be responsible for the overall performance of a large-scale data modernization project for a large U.S. Federal Agency.   

What you’ll be doing: 

  • Responsible for project management activities of a large-scale data modernization project in accordance with contract requirements and company policies, procedures, and guidelines. Has a good mix of project management, business analyst, and knowledge of data management platforms.  Directs and supervises all support resources for the performance of project assignments and activities. Manages the direction of large and small projects through the requirements, design, testing, and implementation in multi-phase project environments in accordance with project objectives. Works closely with the client to provide project implementation plans and document features stories with a full understanding of the client’s vision. Also, responsible for supporting new business development by assisting with proposals.  The candidate will be responsible for the following: 

  • Assisting with the management for the development of a data warehouse and management modernization effort for a federal government client. 

  • Ensuring that all project milestones, phases, and elements are accomplished according to specifications and business objectives. 

  • Drives the forming and management of multiple teams of technical resources deploying IT solutions via an agile delivery methodology. 

  • Establishing project budget, monitoring project progress, resolving problems, and recommending actions. 

  • Will be client-facing; will plan and manage development schedules, work closely with the overall technical lead and development teams, and communicate timely status/progress to multiple stakeholders in an agile manner. 

  • Responsible for driving recommendations through to implementation. 

  • Communicates effectively with a wide variety of technical and non-technical audiences. 

  • What you must have: 

  • Bachelor’s degree (or higher); Bachelor’s degree from an accredited institution or program. 

  • 10 years professional experience managing complex technology projects. 

  • Strong understanding of advanced data analytics, data integration and use of emerging technologies such as AI, ML and/or data platforms like Snowflake, Databricks and/or AWS data platform tools.  

  • At least 8 years of project management experience with demonstrated experience in leading large multidisciplinary project teams for major public/government agencies.  

  • At least 8 years specialized, progressive experience in program management for complex IT programs  

  • Ability to build strong relationships with IT, Project, and Research leadership.  

  • Experience leading large multidisciplinary programs for clients in a highly regulated environment (e.g., Government, Healthcare and Finance).  

  • Demonstrated ability to manage client expectations on program needs and deliverables.  

  • Proven track record of working with data and analytics program management processes.  

  • Strong and consistent program management skills with the ability to work and track progress from multiple work streams simultaneously.   

  • Coaching mentality, highly collaborative and a growth mindset  

  • Excellent communication skills, both written and verbal  

  • Ability to influence and achieve results through effective negotiation and problem solving.

  • Project Management Institute (PMI) Project Manager Professional Certified (PMP)   

  • Project Management Institute (PMI) Agile Certified Practionaer (PMI-ACP) certification  

  • Certified Scrum Master credentials.  

  • Knowledge of the application of technologies such as Cloud, Unified Data Platforms, Data Analytics, Digital Solutions, AI, Machine Learning, Robotic Process Automation, Low and No Code platforms.  

  • Excellent written and oral communications skills.  

  • Comfortable working in a fast-paced, matrixed team environment, with a client-centric culture, and an environment of high performers.  

  • Able to multi-task and shift priorities as needed.  

  • Work effectively with numerous stakeholder types and bring a group to consensus.  

  • Strong and consistent experience with project budgeting and scheduling.  

  • Experience with client development; building on existing and introducing new products and/or  

  • Excellent analytical and problem-solving skills.  

  • Excellent oral and written communication skills, especially in a client interaction context.  

  • Business acumen.
