Senior Program Director

Senior Program Director, Public Health

Location: Atlanta (GA18) (required)

The Senior Program Director will be responsible for the overall management of day to-day operations, financial performance, and staffing of a large-scale, complex program, serving as the primary contact for ICF’s government client regarding contract implementation. The PD is responsible to ensure overall program management and attainment of all performance standards, and to drive innovation and thought leadership with our client. The candidate must have excellent project management, analytical, financial, and staff management skills.

The Program Director shall be experienced in facilitating and collaborating with HHS clients, public health subject matter experts, and technical experts to advise, and offer possible technical and project solutions. The PD will work with ICF program staff (including task technical task leads), subcontractors, and federal client staff to develop project and activity plans, monitoring and reviewing project progress, implementing quality control procedures, adjusting schedules and plans as necessary, identifying and resolving issues, and overseeing all deliverable quality, timeliness, and cost adherence.  The individual will also be responsible for ensuring the technical proficiency and productivity of project technical staff and the quality of project deliverables. 

Basic Qualifications/Experience

  • Bachelor’s degree from an accredited college or university
  • 10+ years of professional experience
  • 5+ years of experience in consulting project management with large (>10million) programs
  • Experience with Health and Human Services program/project management
  • 7+ years of experience leading teams to implement complex programs
  • 5+ years of Agile project management

Preferred Qualifications/Experience

  • Master’s or Doctoral
  • Experience managing large programs with Centers for Disease Control and Prevention
  • Project Management Professional (PMP) or related certifications

Work you will do

  • Lead, manage, and direct a large program, including leadership and guidance to a larger management team to create a collaborative project environment that fosters teamwork and diversity across performance tasks
  • Provide quality control and monitoring procedures; oversee project deliverables within contract budget guidelines
  • Serve as the primary point of contact with the CDC; serve as a partner to prioritize projects and activities
  • Create project plans and milestone; work with task leads to oversee that project activities are being completed on time, within budget, and of exceptional quality
  • Conduct internal team meetings, conduct product reviews, and provide formal and informal updates to CDC on project status
  • Work with team managers to ensure project progress, ensure all contract deadlines are met and cost targets achieved
  • Provide effective communication with the broader team to ensure a shared understanding and delivery of the CDC’s mission
  • Oversee and analyze project financial status on a weekly basis
  • Implement agile project management
  • Interface and lead procurement, including interfacing with staffing agencies
  • Lead a diverse team of scientists, analysts, technology, and technical assistance experts; foster a culture of diversity and inclusion consistent with ICF’s values
  • Support development and growth of program team staff
  • Support development and growth of business opportunities within ICF’s Public Sector Group as appropriate
