Senior Operations Manager
ICF is seeking motivated operations professionals to support our growing portfolio of global health and development programs in our Rockville, MD office. Our typical programs are global in scale, working in 20 or more countries simultaneously, requiring senior financial and administrative support that involves development of reports to USAID and its Missions, and subcontracts and procurement oversight; ensuring compliance with USAID regulations; providing oversight of procurement documentation; planning for quality control and inspection of delivered goods, and advising staff on issues related to subcontracts, procurement, and financial management. This position can be in Rockville MD or full-time remote.
The Senior Operations Manager will manage the operations for a large, USAID-funded project, and ensure that processes are compliant and efficient. Specific responsibilities include:
Contracts and Subcontracts Management
- Provide overall leadership related to all issues associated with management of the contract or subcontracts; proactively identify issues before they become larger problems; and identify and execute corrective actions.
- Ensure compliance with contract terms and conditions, remaining current on FAR and ADS requirements and changes.
- Assist program staff with all subcontracting processes, providing guidance on all subcontract related matters, from development of scopes of work and budget negotiations.
- Lead the process of obtaining USAID consent to subcontract, working closely with program staff to gather the necessary information. Write Memorandums of Negotiations (MoN) and Justifications and Approvals for Other Than Full and Open Competition (J&A) documents to be submitted to USAID.
- Advise and support program staff on issues related to subcontract modifications.
- Interface with ICF Contracts and Subcontracts corporate departments.
- Maintain up to date knowledge of relevant FAR and AIDAR rules and regulations
- Review work plans for potential compliance issues and propose solutions for addressing compliance issues
- Manage the procurement process for the purchase and delivery of goods and services for program activities, including determining procurement requirements, identifying and recommending the most appropriate method of procurement, inspecting goods and services, verifying delivery, and monitoring the use and disposition of goods
- Prepare specifications, solicitation documents, manage evaluations, draft requests for consent for contracting officer, and oversee vendor selection process
- Establish procurement trackers and manage all procurement documentation
- Ensure that current and past procurement files are maintained in accordance with applicable policies and procedures
- Ensure procurement and commodities logistics management are performed in compliance with project environmental monitoring and mitigation plans. Maintain documentation for procurement-related environmental monitoring and mitigation reporting
- Establish and maintain asset and inventory registry, and disposition of assets in accordance with ICF and USAID regulations
Country Program/Activity Start-up and Close-out
- Lead country program start-up and mobilization activities, liaising with technical team and corporate business functions
- Lead the development and execution of country close-out plans, liaising with technical team and corporate business functions
- Manage and supervise staff
- Develop systems and protocols for project staff with the intent of streamlining processes and increasing efficiency
- Give presentations, develop manuals and guidance documents for project staff on issues related to contracts, subcontracts, and financial management
- Bachelor’s degree in business administration, finance, accounting, commerce, international relations, or related field
- Minimum of 8 years’ experience managing the financial and operations aspects of international operations for USAID projects
- Experience complying with USAID-funded technical, financial, and procurement regulations
- Detail-oriented and organized
- Ability to use Microsoft Office tools
- Ability to travel internationally approximately 15% of the time
- Master’s degree in related field
- Experience working in sub-Saharan Africa
- Experience using Cognos
