Senior Monitoring and Evaluation Specialist

Job Description: 

ICF seeks a Senior Monitoring and Evaluation (M&E) Specialist to support the USAID-funded Infectious Disease Detection and Surveillance (IDDS) project. IDDS is a five-year United States Agency for International Development-funded project with the following overall objectives: (1) improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases including Tuberculosis (TB) through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2) improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases, and; (3) generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems.
The Senior M&E Specialist will support monitoring, evaluation, and learning activities across the IDDS project. They will work as part of the MEL team providing support to IDDS country teams to develop M&E plans; collect, validate, and analyze monitoring data; and help coordinate project-wide learning activities. This position will primarily support M&E for IDDS Global Health Security programs. The full-time position is based in Rockville, MD (in the Washington, DC metro area), and will report to the IDDS Monitoring, Evaluation, and Learning Director. The position may involve international travel when the pandemic situation allows.

Key Responsibilities:

  • Support select IDDS country programs with their M&E reporting including development of annual M&E plans
  • Provide mentorship and support to field staff for the collection and analysis of M&E data
  • Perform data validation and data quality checks
  • Contribute to the development of additional project indicators and indicator reference sheets, and update data collection tools as needed
  • Work with other members of the MEL Team to coordinate the quarterly and annual reporting of M&E data across IDDS
  • Participate in quantitative and qualitative data analysis and help facilitate use of data by IDDS teams
  • Support data management including updating and maintaining databases
  • Create solutions for improved data visualization
  • Contribute to the production of quarterly, semi-annual, and annual performance reports
  • Carry out project management tasks such as tracking M&E deliverables, managing SharePoint sites, etc.
  • Support learning and research activities as needed

Required Qualifications: 

  • Master’s degree in international public health or related field
  • 5+ years of experience in M&E for international health programs
  • Demonstrated experience in data management, analysis, and visualization
  • Proficiency in one of the statistic packages (STATA, SPSS, R)
  • Demonstrated ability to work effectively in cross-cultural situations and developing country environments
  • Excellent English communication (oral and written) skills
  • Excellent management, organization, and problem-solving skills
  • Mastery of MS Office Applications (Word, PowerPoint, Outlook, Excel)

Preferred Qualifications:

  • Prior experience with Global Health Security programs highly desirable
  • Foreign language skills (especially French or Portuguese)
  • Experience working with relational databases
