Senior Monitoring and Evaluation Lead
Have you led monitoring and evaluation elements for large USAID programs? Are you interested in contributing to global health Monitoring and Evaluation standards and helping countries to optimize data use as they move toward self-reliance?
Consider ICF! We’re building our team of M&E professionals to lead and support new programs in global health, with a focus on the areas of malaria, HIV, and other infectious diseases; family planning, maternal and child health and nutrition; and global health security.
Lead the design of and implementation of project wide monitoring, evaluation and learning plans.
Provide technical oversight to systematic collection, analysis, synthesis, use, translation, and dissemination of data and learning to inform both internal programmatic decision-making and the global evidence base.
Lead the development of tools and resources that support local implementing partners’ efforts to improve the M&E and Learning capacities of their programs and local partners.
Contribute to the development and implementation of performance monitoring and evaluation tools such as theories of change, logical frameworks, indicators and corresponding indicator reference sheets, reporting templates and systems, and analysis plans.
Train project staff (in the U.S. and in project countries) on project M&E processes.
Ability to travel domestically or internationally as necessary (approximately 25% time)
Master’s degree or equivalent in international development, monitoring and evaluation, public health.
At least 10 years of experience on USAID or other global health projects leading performance monitoring, evaluation, learning and/or data use for decision-making.
Demonstrated experience focusing on results and impact, with strong strategic vision and an understanding of systems approaches to programming and monitoring, evaluation and learning.
Demonstrated experience in fostering a culture of continuous improvement and adaptive management.
Demonstrated experience designing and implementing monitoring and evaluation frameworks at a global scale.
Demonstrated experience building monitoring, evaluation and learning capacities of country--level staff, including government, civil society, and private sector.
Strong written and oral communication skills.
Fluency in French
Experience with/understanding of USAID Strategic MEL priorities
