Senior Manager, Workforce Innovations & Poverty Solutions

The Workforce Innovations and Poverty Solutions (WIPS) Team within ICF’s Public Sector Group works to improve the conditions of America's most at-risk populations and provide strategic consulting support to workforce development agencies throughout the United States. WIPS provides rigorous technical assistance, training, and research support to address a diverse set of critical social issue areas including employment and workforce programs, poverty solutions, fatherhood and family support initiatives, and interventions for vulnerable families and communities. Our work is done in a professional, collegial, and intellectual environment that allows individuals the latitude they need to perform work that parallels their passions.

We are seeking candidates for a pro-active team Senior Level Manager to support a wide range of technical assistance, training, and analytical support projects. This includes providing direct guidance and support to federal, state, grantee, and local partners, and developing products and written materials for our expanding workforce development and vulnerable families and community projects. The successful candidate will join our team in Fairfax, Virginia.

Key Responsibilities: 

  • Lead and manage all aspects of small and large projects across our workforce development, poverty solutions, and other sector-based solutions’ projects.
  • Lead and manage teams, budgets, project deliverables, communications with clients, subcontractors, consultants, and TA recipients.  You will ensure the completion of projects in an accurate, timely and cost-efficient manner.
  • Leading the development of written products and tools and providing advisory and consulting services to clients and stakeholders through training sessions, one-on-one conversations, and written products.
  • Performing quality control on products and tools to ensure compliance with regulations and ensure consistency and accuracy.
  • Ensure all tasks/projects are managed to client satisfaction and establish and sustain client relationships at multiple levels.


  • Master’s degree or higher in public policy, political science, social work, or related social services field.
  • Candidates that have at least 10 plus years of experience working with Federal and/or State Social Service and/or workforce development programs.
  • Demonstrated knowledge of developing and implementing project/team processes.  
  • Documented 8-10 plus years of experience in managing projects and working directly with customers, clients, contractors, and team members to determine needs and develop solutions.

  • Sound business ethics, including the protection of proprietary and confidential information;
  • Ability to work with all levels of internal staff, as well as outside clients and vendors;
  • Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions;
  • Ability to facilitate high level meetings and focus groups to explore issues and topics with divergent stakeholders, conduct strategic planning, or find solutions;
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel);
  • Ability to be flexible to handle multiple priorities;
  • Ability to communicate effectively with both technical and non-technical audiences.
