Senior Manager, Housing and Community Development

ICF seeks a self-motivated Senior Manager, Housing and Community Development, to be an integral member of our technical assistance team leading and supporting capacity building efforts for U.S. Housing and Urban Development, including Thriving Communities and Community Compass, and U.S. Department of Transportation.

You must be a pro-active, team player able to work in a fast-paced environment who will be responsible for supporting a wide range of technical assistance engagements, providing direct guidance to grantees or federal partners, and developing products and training materials designed to help support the coordination and integration of transportation and housing in infrastructure planning and implementation. You will be charged with the execution of training and technical assistance assignments, providing outstanding advisory services, and anticipating and meeting client’s needs across the United States. We are seeking a team member with a commitment to addressing racial disparities through inclusive and equitable system and program design.

Primary Responsibilities

In supporting communities receiving federally-sponsored technical assistance in the areas of affordable housing and community and economic development, you will be:

  • Leading and coordinating components of small and large technical assistance and training engagements assisting cities, counties, territories, and tribes, including scoping the work, developing budgets, forming teams, assigning subject matter experts’ roles and responsibilities.
  • Leading and managing teams, budgets, project deliverables, communication with the TA recipient, and relations with HUD, subcontractors, and other consultants.
  • Facilitating engagements with the federal client, local officials and program staff, as well as subcontractors and technical assistance team members.
  • Providing subject matter and operations expertise amongst the following possible topics:
    • creating location-efficient housing
    • regulations, policies, and planning that inform housing and transportation investments, and
    • coordinating with state and regional planning bodies, transit authorities, and quasi- and non-governmental partners.
  • Ensuring that the technical assistance and training provided by project teams address community-level needs.
  • Tracking priorities to ensure the completion of projects in an accurate, timely and cost-efficient manner.
  • Performing quality control on products and tools to ensure compliance with regulations and ensure consistency and accuracy.

Required Qualifications

  • Bachelor’s degree in Planning, Public Policy, Government, or related discipline.
  • 12+ years of experience working in, or with, communities on affordable housing, land use planning and/or community development.

Additional Skills

  • Demonstrated knowledge of how land use planning efforts inform investments in affordable housing and infrastructure, including the integration of transportation and housing planning and implementation.
  • Understanding of HUD priorities and programs (e.g., HOME, CDBG) and cross-cutting requirements (e.g., fair housing) preferred.
  • Demonstrated commitment to advance equitable development in disadvantaged communities.
  • Experience in developing and implementing project/team processes.
  • Project and personnel management skills and experience.
  • Willingness to travel on occasion.

    • Ability to be flexible to handle multiple priorities.
    • Ability to communicate effectively with both technical and non-technical audiences.

    Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

    $82,673.00 - $140,544.00
