ICF’s Contracts & Administration (C+A) Group is seeking an experienced Sr. Manager, C&A Systems and Data to join our team! This position will report to the Director of C&A Systems. This role reports to the Director of C&A Systems and is responsible for leading a team of contract and vendor management professionals, with varying levels of experience, that are performing contract, customer, and vendor data management in ICF’s corporate systems, and responding to internal and external requests for information and guidance. The Setup Manager will provide guidance in analyzing client and vendor contractual documents and associated information used to manage client-facing projects and execute down-stream corporate processes during performance and to conduct compliance monitoring. To be successful in this role, you will demonstrate a proven ability to work independently and partner effectively with a geographically dispersed internal stakeholder base.
Oversee the Setup Team’s day-to-day activities related to Contract, Customer and Vendor data management activities with an emphasis on coaching to support skill building and career development
Provide guidance in analyzing and interpreting contract, customer, and vendor documents and related artifacts and synthesize pertinent information
Actively manage setup processes and assign tickets via ticketing system/workflow and work with cross- functional leads to troubleshoot downstream issues as they arise
Collaborate with Contracts, Procurement, Finance, and Operations staff to address questions and resolve issues
Manage reporting of key metrics and exception monitoring and provide analysis to support risk analysis and mitigation, compliance, and enhanced business controls
Develop and maintain written procedures, and establish and document project, vendor, and customer set-up protocols
Support forward initiatives to establish, maintain, and support processes to ensure compliance with internal policies
Regularly assess key processes to identify areas potential enhancements or efficiencies to drive compliance and improved business outcomes
Collaborate with Contracts, Procurement, Operations, and Corporate Business Services (CBS) teams on group-level and strategic initiatives
Bachelor’s degree or higher in Contract Management, Supply Chain Management, Business, Finance, Operations, or a business-related field required
8+ years of relevant experience in a Contracts or Procurement-related field, such as Contract Management of Subcontract Management, supporting Federal, State & Local, and Commercial clients in a fast-paced, dynamic environment
2+ years of supervisory experience, with experience managing a remote and geographically dispersed team
In-depth knowledge of Federal, State & Local, and Commercial contract structures, terms and conditions, as well as applicable regulations such as FAR, DFAR, and UCC and special provisions
Detailed oriented with excellent verbal, interpersonal and written communication skills
Possess a partnering mindset with a solution-focused approach to managing complex scenarios and diverse stakeholder groups at various levels
Ability to research, interpret, communicate, and troubleshoot with internal customers with a customer-service orientation
Experience with Deltek GovWin Contract Management System and Costpoint
Effective time management skills and ability to multi-task in a time sensitive management function
Proven leadership skills with the ability to grow a team by motivating, coaching, consistently providing feedback and leading by example
Proficiency with Microsoft Office applications including Word, Outlook, Excel, PowerPoint, SharePoint, Azure DevOps
