Senior Financial & Transaction Advisor - Energy

Job Description:

ICF is seeking a Senior Transaction Advisor for an upcoming USAID-funded Energy III IDIQ supporting the USAID Center for Environment, Energy, and Infrastructure (EEI) in the DDI Bureau. The project will enable USAID to address the global demand for and use of modern energy services by fostering sustainable energy development in USAID-assisted countries. The Senior Transaction Advisor will ideally be based in the Washington, DC area or be able to travel to ICF headquarters or to USAID project sites worldwide. S/he will be responsible for ensuring the successful implementation of transactions in development projects which involves providing technical expertise, managing relationships, managing risks, and ensuring compliance with relevant regulations and policies.

Responsibilities:

  • Provide technical expertise to clients and stakeholders including advising on transaction structures, risk mitigation, financial analysis, and private sector participation.
  • Experience in international structured finance transactions, with a key focus on renewable energy generation and transmission/distribution as well as energy efficiency, including advising on financing arrangements, structuring deals, facilitating clean energy auctions, conducting due diligence, supporting public-private partnerships, and negotiating contracts.
  • Work closely with clients, investors, global and country-based project teams, and other stakeholders to ensure that transactions are structured to meet their needs and achieve their objectives.
  • Identify and manage risks associated with transactions in international development projects. This would involve developing risk mitigation strategies, monitoring risks throughout the project lifecycle, and ensuring that risks are managed in a timely and effective manner.
  • Ensure compliance with relevant regulations and policies, including those related to financial management, procurement, and environmental and social safeguards.
  • Support capacity building initiatives related to transactions. This would involve providing training and technical assistance to clients and stakeholders to help them build their capacity to manage transactions effectively.

Qualifications:

  • Bachelor’s or Master’s degree in business administration, finance, economics, international relations or a related field. Certifications, such as a Chartered Financial Analyst (CFA) or Certified Public Accountant (CPA) qualifications are a plus.  
  • At least 10 years of relevant technical experience working to support financial initiatives in developing countries, with extensive experience supporting USAID-funded projects.
  • Experience in transaction advisory services or related fields, such as investment banking, private equity, or corporate finance is important. Candidates should have experience in financial analysis, due diligence, valuation, financial modeling, and transaction structuring.

Professional Skills:

  • Candidates should have strong financial modeling skills, as well as proficiency in relevant software such as Excel, PowerPoint, and financial databases, as well as knowledge of legal and regulatory frameworks in relevant sectors and countries.
  • Candidates should be able to work collaboratively with clients, partners, and stakeholders from diverse cultural backgrounds, and have the ability to negotiate and manage relationships effectively.
  • Knowledge of and experience applying USAID goals, policies, and procedures are required. Knowledge of and experience with the policies and procedures of multilateral development banks and other international financial institutions (like the Green Climate Fund) are an added strength.
  • Candidates should understand the social, economic, and political factors that influence development outcomes, as well as the ability to work within the guidelines and regulations of international development organizations.
  • Candidates should have exceptional presentation and written communication skills.
  • Fluency in English is required. Depending on the country or region proficiency in one or more additional languages (particularly Spanish, French, and Arabic) are an added strength.
