Senior Financial Project Specialist

ICF is seeking a Finance and Project Analyst to work in our Disaster Management (DM) group!

In this position, you will support the operations of a growth business with large, multi-faceted projects that require an integrated project finance approach for planning and analysis, project forecasting, financial reporting, operational controls, and compliance.  In this role you will analyze profit-and-loss income statements, prepare reports for management, generate forecasts and analyze trends in sales, finance and other areas of the business. You will create financial models of what-if scenarios for future business planning decisions in areas such as new product development, new marketing strategies, etc.

This is a remote-based position with preference given to those located in the Washington, DC area and Puerto Rico.


  • Prepare, analyze, and support monthly financial forecasts with analysis. The forecast will be conveyed during monthly executive briefings and it will include variance analysis as well as risk/opportunity assessments.

  • Review division level financial statements, monthly results, forecasts, and budgets to assess financial condition of the Group’s divisions in a collaborative effort with the Business Manager to drive improved profitability and business performance.

  • Provide group and divisional business development metrics by tracking bookings, contract backlog and pipeline volume and health.

  • Participate in the implementation of corporate business systems, policies, and programs.

  • Analyze all direct project costs/fee/revenue data; monitor project budgets and progress; and share results with Program Managers to ensure projects achieve financial expectations. 

  • Prepare and effectively review project-based forecasting, including Estimate-At-Complete (EAC)/Estimate-To-Complete (ETC) analyses.

  • Set-up projects with different contract types (Cost-Plus, T&M, and Fixed-Price) including proper billing and revenue terms. 

  • Maintain Deltek Costpoint project information (i.e. contract /funding values, period of performance, line of business, project labor categories, etc.).

  • Maintain project forecasts to assist the project team with effective financial planning.

  • Interact with other departments, such as Contracts, Pricing, Accounting, Project Management, and Business Unit Leads regarding project related issues.

  • Maintain open communication with direct management regarding financial results and ensure Project Managers and other senior personnel are aware of risks and opportunities identified during project financial tracking, revenue review, A/R, WIP, etc.


  • Experience with Accounting Systems

  • Bachelor’s degree in Finance, Business, Accounting or related field

  • 3+ years’ of related experience in a government contracting environment

Preferred Skills/Experience:

  • Experience with Deltek Costpoint

  • Experience with a forecasting tool such as OneStream, Hyperion or TM1
