Senior Director, Program Management

ICF’s IT Modernization Division is a rapidly growing, entrepreneurial, technology department, seeking a motivated Senior Director, Program Management to lead an account or a portfolio of projects, teams of technologists, strategists, architects, analysts, developers, designers, and support staff to support multiple customers and contracts across the division portfolio.

ICF has the expertise, agility, and commitment to design, build, and operate high-performance IT engines to support all aspects of our client’s business.

What you will be doing:

  • Manages an account portfolio of digital modernization projects/programs

  • Advises government stakeholders to execute a complex set of technology-driven work

  • Works with government leads, ICF project managers, and technical resources to identify solution strategies, delivery practices, and implementation plans over a series or projects and programs

  • Provide policy advisory support for complex government challenges in the cloud and cybersecurity space

  • Provide reach-back and escalation support for IT governance needs of programs, task orders, and project efforts within a program portfolio

  • Manage BPA, Program, and Project-level execution

  • Collaborate with other ICF Divisions, subcontractors, technology partners, and government customers to lay out program strategy efforts to support delivery and growth

  • Manages a team of senior managers and technologists to manage time and expectations of multiple projects and team members

  • Plays a key role in supporting organic and inorganic growth activities within a defined program and account space

  • Manages a P&L of at least $10M/year and meets all financial targets

What you must have: 

  • Bachelor's degree

  • Must be able to obtain Public Trust clearance.

  • Project Management Institute (PMI) or Project Management Professional (PMP) certification

  • 8+ years of large scale program and/or portfolio management experience in a very fast-paced, dynamic environment

  • 2+ years’ experience with UI/UX, Agile, Data, and Cloud services for government agency

  • Project Management Institute (PMI) Project Management Professional (PMP) certification

  • 15+ years’ experience analyzing complex problems that impact the project and provide innovative solutions and options that include analysis of schedules, costs, and technology or tools

  • 15+ years’ experience managing projects and contract engagements associated with Business Process Automation Services

  • 15+ years’ experience providing consulting services to the federal government for large scale cloud implementation using AWS, Appian, Salesforce, ServiceNow, and/or Microsoft Dynamics

  • 15+ years’ experience managing distributed teams in support of geographically dispersed customers

  • 15+ years’ experience supporting organic and inorganic growth activities within a defined program and account space

What we would like you to have:

  • Expert in analyzing complex problems that impact the project and provide innovative solutions and options that include analysis of schedules, costs, and technology or tools

  • Prior experience in managing projects and contract engagements associated with Business Process Automation Services

  • Experience in providing consulting services to the federal government for large scale cloud implementation using Appian, Salesforce, ServiceNow, and/or Microsoft Dynamics

  • Experience managing distributed teams in support of geographically dispersed customers

  • Expertise with Agile Scrum methodology

  • Extensive knowledge of IT Governance Frameworks and business process design & re-engineering to support solution architecture development/management

  • Demonstrated experience managing multiple scrum teams

  • Technology Business Management (TBM) Certification

  • USDA or DOT account experience

  • Bachelor's degree in technology related field or business administration.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$202,027.00 - $343,445.00
