ICF maintains a large practice in Habitat Conservation Planning and Implementation (https://www.icf.com/work/environment/habitat-conservation-planning). Our staff are dedicated to providing the full range of services necessary for integrated habitat conservation planning, from development to implementation of conservation plans and related projects. Our practice is unique in the country for the depth and breadth of our experience and for our national leadership in training and education. Our staff teach professional courses in ESA compliance, HCP preparation, HCP implementation, and NEPA compliance for HCPs.
The ICF Habitat Conservation Planning, and Implementation practice is currently seeking a Biologist/Ecologist and/or Regulatory Specialist with education and experience in conservation biology, environmental science, ecology, environmental impact analysis, regulatory permitting (Endangered Species Act and/or Clean Water Act), planning, and/or project management to support our natural resources, planning, permitting, and habitat conservation work. The desired individual would be aligned with our Northern California (Sacramento or San Francisco) or Pacific Northwest offices (Bellingham, Seattle, or Portland), and ideally would be based in one of these offices, though location is negotiable, including the option to work remotely within Northern CA and the PNW.
What You Will Do
The Biologist/Ecologist and/or Regulatory Specialist will provide technical input, project coordination, and/or project management of natural resource and conservation planning projects including but not limited to technical reports, state and federal environmental permit applications (including development of habitat conservation plans), habitat management plans, conservation design, and technical studies and sections for State Environmental Policy Act (SEPA), California Environmental Quality Act (CEQA), and/or National Environmental Policy Act (NEPA) documents. Project coordination and management tasks will include developing project work plans and conducting and/or overseeing supporting technical analyses. Site visits and field work may also be required. The position may also include assisting with business development efforts to help expand ICF’s natural resources line of business within the United States. Current project workload is focused in Washington, Oregon, and/or Northern California, but could also include support for other efforts throughout the western United States.
What You Must Have
BA or BS degree in Environmental Science, Environmental Planning, Environmental Regulation, Biology, Ecology, or related field.
Minimum of 3 years of experience in environmental consulting or related field with a focus on ESA, NEPA, and state-level environmental compliance.
Foundational knowledge in the principles of conservation biology, including concepts and methodologies used in connectivity ecology and road/transportation ecology.
Familiarity with Washington, Oregon, and/or Northern California environmental resources and associated regulatory environment.
Experience working with private and public-sector clients and regulatory agencies.
Proficiency in technical writing and editing (writing samples will be requested).
Proficiency in use of Microsoft Office suite of software (Word, Excel).
What We’d Like You to Have
Experience with establishment and management of project scope, schedules, and budget, including, contracting invoicing, and client communications preferred.
MS or PhD preferred.
5 years of experience in a project management or management support role; education equivalents, including advanced degrees will be considered.
