Research Director, Criminal Justice

Research Director, Criminal Justice

Come make an important difference in a mission to enhance the organizational and programmatic capacity of organizations in American Indian and Alaska Native (AI/AN) communities to support victims of crime.

The Justice, Workforce, Preparedness, and Community Development (JWPCD) Research and Evaluation Team has a broad portfolio of projects focusing on victimization and criminal justice programs, practices, and policies. The team is seeking a Research Director to serve as a Principal Investigator for large, federal contracts on multiple topics ranging from implementation science, training and technical assistance, equity and inclusion, performance measurement and trend analysis, victim services, juvenile justice, human trafficking, corrections, and law enforcement. The Research Director will be responsible for providing technical direction for projects, leading key tasks, serving as the primary contact for federal clients, reviewing and overseeing the work of senior and junior staff, and assisting in the collection, analysis, and dissemination of data through reports, journal articles, and presentations. In addition, the Research Director will assist in contract and/or grant proposal efforts by leading and managing individual efforts (as relevant), writing key sections and overseeing support sections.

This is a senior management position for a criminal justice researcher looking to grow existing project management experience, statistical analysis, and business development skills in a fast-paced environment. Research Directors contribute to the development of innovative, high-quality products and services in support for multiple projects or larger centers.

This position is based in ICF's metro-accessible office in Fairfax, VA and other locations are negotiable.

What you will do

  • Provide significant leadership to large government contracts including managing a team of researchers and supervising several senior-level direct reports.
  • Serve as an expert in justice research, evaluation, and performance measurement, including wide-ranging topics such as implementation science, training and technical assistance, equity and inclusion, capacity building, victim-centered research, juvenile justice, criminal justice, courts and sentencing, and corrections.
  • Provide technical and management direction on the design and implementation of a diverse portfolio of large-scale, complex evaluation and research, data collection, and coordination projects.
  • Disseminate and translate research findings and support evidence-based practice for practitioner and policy audiences.
  • Expand upon existing relationships with clients, criminal justice and human service agencies, communities, and other stakeholders.
  • Ensure high quality of products to secure ICF as a trusted research leader.
  • Ensure rigor and best practice in a variety of methodological design and analytical procedures, such as sample design and selection, statistical modeling, weighting and estimation, matching techniques, spatial analysis, and qualitative analysis, among others.
  • Drive our continued demonstration of quality, credibility, reliability, innovation, responsiveness, and transparency.

Required Qualifications​

  • MS/MA degree in criminal justice, sociology, public policy, psychology, economics, statistics, or related subject.
  • At least 15 years relevant work experience with minimum 10 years of experience managing multi-million-dollar, large scale research projects and technical assistance.
  • Recognized reputation in the field of criminal justice research, including recent peer-reviewed publications, research, and presentations in the field.
  • Experience leading projects in a consulting environment or think tank, including fiscal reporting.
  • Demonstrated funding success with federal agencies, with specific knowledge and experience with the Department of Justice, Office of Justice Programs.
  • Extensive expertise with varied data collection methods, performance/outcome measurement, quantitative analysis, and technical writing skills.
  • Ability to plan, organize, and manage the provision of evaluation training and technical assistance services, evaluate curriculum or training, and conduct needs assessments.
  • Demonstrated knowledge of justice national trends and initiatives, the organizations and individuals actively leading the field, and effective program and project implementation.

Preferred Qualifications

  • Ph.D. preferred in criminal justice, sociology, public policy, psychology, economics, statistics, or related subject.
  • Proficiency in SPSS, SAS, or STATA.
