Research and Evaluation Manager - REMOTE

ICF seeks a Research and Evaluation Manager to perform a range of research, evaluation, training and technical assistance, capacity building, coordination, analytical, writing, problem-solving and related work to support the U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention’s National Training and Technical Assistance Center (OJJDP’s NTTAC). OJJDP’s NTTAC is a central source for TTA resources and serves as a one-stop shop for accessing OJJDP’s full array of TTA services.

As a Research and Evaluation Manager, you will manage and provide support for all research and evaluation tasks. In this role, you will work closely with project leadership to ensure that all research and evaluation tasks meet the needs of the juvenile justice, child welfare, and child victimization prevention field; grantees; and the client. This is an outstanding opportunity to use your skills and expertise to support talented and passionate individuals at a firm that believes in nurturing talent and developing long-term career success. 

This role is fully remote. Some travel to client sites or ICF offices may be required.

Key Responsibilities:

  • Participate on an experienced team widely recognized for building the capacity of professionals through publications, research and evaluation, webinars, online learning communities, and onsite Training and Technical Assistance (TTA) to broker the delivery of nationwide TTA.
  • Develop, coordinate, and manage research and evaluation activities, including developing research instrumentation, receiving appropriate OMB and IRB approvals for data collection efforts, oversee the programming of evaluation instruments into survey software, managing timelines for reports and deliverables, reviewing reports and metrics for quality control, providing evaluation capacity building and consultation, and developing data dashboards and visualizations.
  • Serve as a liaison to all TTA providers, Subject Matter Experts, and federal staff in matters related to research and evaluation, including conducting evaluation capacity building activities.
  • Maintain knowledge of national youth trends and initiatives, the organizations and individuals actively leading the field, and develop fruitful relationships with these organizations and individuals.
  • Manage and support regular contractual reporting, including monthly reports and annual reports.
  • Support ad hoc reports or data quality reports, as requested by the client or project leadership.
  • Manage the analysis and dashboarding of data collected via webinars, ad hoc TTA, conferences, and additional forms of TTA.
  • Conduct needs assessments on behalf of the client and report on trends.
  • Develop and maintain policies and procedures for research and evaluation tasks.
  • Host collaborative data reviews and other internal evaluation activities to facilitate continuous quality improvement on project.
  • Respond to client data calls, often within short turnaround times.
  • Generate ideas and suggestions on how to improve processes at all levels within the project.
  • Provide support with special projects and ad hoc TTA requests as needed.
  • Support other tasks and projects as assigned by project leadership or the client.

Basic Qualifications: 

  • Master’s degree in Social Science Research, Criminal Justice, Psychology, Social Work, Sociology, Public Policy, Government, Economics, or a related social science discipline.
  • 5+ years of work experience and knowledge of child welfare, juvenile justice, or youth-related health and human services; or a closely related field. Substitution - 7 years’ experience; or PhD and 3 years of experience.
  • Experience with research and evaluation work for youth-serving, juvenile justice, or DOJ component agencies organizations.
  •  
  • Ability to obtain and maintain a Public Trust Security Clearance.
  • Proficient in MS Office Applications: Word, PowerPoint, Outlook, Excel, Forms and Teams.
  • Previous experience managing complex tasks, self-motivated, proactive, and eager to learn.

Preferred Skills/Experience:

  • Project experience or knowledge related to local, state, and/or federal government programs in the field of youth development, preventing victimization, delinquency prevention, or juvenile justice.
  • Experience with PowerBI or other data visualization software certification.
  • Certified by CITI to conduct research with human subjects.
  • Experience with submitting and receiving appropriate research approvals, including from OMB and IRB.
  • Experience with project management software, such as Asana.
  • Experience responding to data calls with quick turnaround requests.
  • Experience working with an agency, office, or bureau within the U.S. Department of Justice

  • Ability to exercise good judgment, discretion, tact, and diplomacy.
  • Strong organizational and time management skills and superior attention to detail.
  • Ability to interface with a variety of audiences, including, TTA providers, clients, and external stakeholders using a variety of medium to convey messages and/or information.
