Research and Evaluation Manager - Child Welfare (Remote)

ICF currently seeking a Child Welfare Research and Evaluation Manager specializing in the design and implementation of research and evaluation projects related to child welfare, K-20 education, capacity building, technical assistance, and/or implementation. This position will contribute to child welfare-focused research and evaluation work as well as continuous quality improvement (CQI) efforts for large technical assistance and information dissemination projects for the Administration for Children and Families as well as to smaller research and evaluation projects for a variety of federal, state, and local agencies and foundations working in child welfare.

The successful candidate should have a minimum of 7 years of relevant experience and a proven record of performing technical and managerial tasks and activities on research and evaluation contracts within a federal consulting environment. Additionally, the successful candidate should have demonstrated experience of successfully managing teams of 2 or more staff members.  Candidates must be able to lead multiple tasks with competing deadlines, be versed in a wide variety of child welfare issues and research strategies, maintain positive relationships with clients and colleagues, and play an integral role in proposal development.

The position is full-time and remote with up to 10% travel once restrictions are lifted.

Key Responsibilities:

  • Plan, organize and lead evaluation tasks, particularly evaluation of technical assistance and capacity building 

  • Design evaluation instruments (e.g., surveys, interviews, focus groups), data collection processes, and procedures 

  • Manage data quality assurance and quality control activities 

  • Support evaluation capacity building for practitioners, stakeholders, and jurisdictions

  • Lead analysis and synthesis of qualitative and quantitative data

  • Develop reports/briefs, conduct briefings/presentations, and provide data for varying audiences while incorporating data visualization principles and concepts

  • Contribute to Continuous Quality Improvement Initiatives 

  • Monitor and report progress in terms of activities, outputs/deliverables and outcomes 

  • Identify problems, recommend adjustments/improvements, and implement solutions 

  • Engage in ongoing interactions with clients and the field, as appropriate 

  • Ensure compliance with contract guidelines 

  • Identify and lead/support new business development and proposal related efforts. 

  • Engage with other experts outside of ICF to ensure that work is informed by the best and most current variety of expertise available on each topic, including consideration of equity and diversity.

Basic Qualifications:

  • Master’s degree in social work, psychology, justice, education, or other social science related subject.

  •  7+ years of experience in conducting social science research, preferably evaluation of technical assistance/capacity building or child welfare practices, programs, and interventions

  • Experience working with federal, state, or local officials on evaluation and/or with state-specific stakeholder organizations.

  •  Demonstrated experience in producing high-quality written products and conducting presentations for a variety of audiences.

  •  Demonstrated deep understanding of research design and methods, field experience in collecting data, and strong data analytical skills.

  •  Experience in one or more statistical analysis software programs (e.g., SPSS)

  • Demonstrated experience with business development and proposal writing

  • Minimum of 2 years of management experience

Preferred Skills:

  • Experience developing on-line surveys and using software such as Qualtrics

  • Experience conducting qualitative analysis and using software such as Dedoose

  • Experience working directly with child welfare agencies on research and evaluation issues

  • Experience with Child and Family Service Reviews

  • Experience providing Evaluation Capacity Building support

  • Experience with research related to implementation, organizational change, systems change, and fidelity

  • Experience in data visualization techniques and principles, including use of software such as Excel or Tableau

  • Prior work experience in a consulting environment

Professional Skills:

  • Proficient in MS Office Applications: Word, PowerPoint, Outlook, and Excel

  • Excellent verbal, oral, interpersonal and written communication skills, including experience with developing and delivering presentations and technical writing

  • Strong team player with the ability to take initiative and work well independently.

  • Superior attention to detail and the ability to meet stringent deadlines.

  • Strong analytical, problem-solving, and decision making capabilities.

  • Ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment.
