Regulatory Compliance Officer - Disaster Recovery

The ICF Disaster Management division works with government agencies and communities to design and implement recovery programs and deliver increased resilience after a disaster strikes. Our functional expertise is in program management and operations, planning and preparedness, technical assistance and training, strategic communications and outreach, compliance and monitoring, implementation, and performance measurement and evaluation. Clients include states and localities administering HUD and FEMA funded disaster recovery and mitigation programs. We often work in close collaboration with ICF experts across the firm on related issues such as energy efficiency and green building, infrastructure, financial literacy, sustainable community development, and workforce development. ICF is seeking a Disaster Recovery Regulatory Compliance Officer who will support and monitor local government agencies in Puerto Rico as they manage federal grants for long-term recovery from 2017 hurricanes. The Regulatory Compliance Officer will work onsite with senior ICF staff, subject matter experts, and junior staff to develop and implement policies and procedures for local recovery efforts. The Regulatory Compliance Officer is responsible for ensuring that program activities, subrecipient agreements and contracts follow applicable federal, state, and local regulations. The Regulatory Compliance Officer positions must be acquainted with the requirements of the Uniform Relocation Act, 2 CFR 200, Section 504, Davis-Bacon Act, Work Hours and Safety Standards Act, Copeland “Anti-Kickback” Act, Fair Housing and Equal Opportunities Standards, Section 3 requirements of the Housing and Urban Development Act of 1968, and Minority/Women-Owned Business Enterprise policies and practices. Responsibilities may also include serving as an expert on policy and regulatory issues, developing written materials, managing staff, providing training and technical assistance, and working directly with the client to provide advisory/consulting services. 

Key Responsibilities:  

  • Monitor program activities and contracts to validate compliance with all CDBG-DR programs policies, including applicable federal, Commonwealth, and local regulations. As a minimum the following items must be monitored: Eligibility of activities and beneficiaries; National Objectives; Tie to the Storm; Financial management or procurement; Cross-cutting Federal requirements (i.e. Section 3, Davis-Bacon, URA, Environmental Review, Conflicts of Interest, 2 CFR 200 requirements); Prevention of Duplication of Benefits from other sources; Program policies and procedures; Reporting and recordkeeping; or, any additional requirements established by the client in subrecipient agreements.  
  • Develop work plan containing specific tasks to monitor subrecipients compliance with CDBG-DR programs policies, standards, and procedures.  
  • Provide all necessary guidance, technical assistance, and training to internal staff, the client, and subrecipients that will help them to enforce compliance with the most current version of policies, regulations and standards for CDBG-DR programs.  
  • Prepare all necessary program wide documentation and reports to the client to communicate subrecipient’s CDBG-DR program compliance performance and the status of any compliance issues.  
  • Maintain awareness and knowledge of most recent federal and local compliance requirements that may apply to the client’s CDBG-DR programs.  
  • Provide guidance and recommend actions to the client to handle changes and risks associated with changes in policies and regulations  

Basic Qualifications:  

  • Bachelor’s degree or higher education.  
  • 5+ years of experience working in the regulatory compliance field.  
  • Compliance and monitoring experience in federally funded programs, including applicability of federal, state, and local regulations; evaluation of eligibility of activities; validation of compliance with required National Objectives and Tie to the Storm; validation of compliance with cross-cutting guides; validation with Section 3, Davis Bacon, URA, Environmental Review requirements; evaluation of Duplication of Benefits; Reporting and recordkeeping requirements; or similar. 
  • Bi-lingual in English and Spanish fluency or literacy preferred.

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel) 
  • Ability to be flexible to handle multiple priorities and to work limited overtime as necessary 
  • Strong verbal, interpersonal and written communication skills 
  • Team player with the ability to work in a fast-paced environment 
  • Superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude
