ICF is currently seeking a Regional Lead Archaeologist to be based in Seattle, Washington, Portland, Oregon, or working remotely in Washington or Oregon. The successful candidate will provide regional leadership in a dynamic, fast-paced environment on some of the region’s most influential and complex environmental compliance projects. Working in tandem with regional leadership for ICF’s Environment & Planning Division and our regional lead for architectural history, the Regional Lead Archaeologist will set the vision for ICF’s archaeology practice in the Pacific Northwest and help the team strive toward that vision on current projects, future pipeline, and as an active leader in the PNW cultural resources community.

Job Description

The Regional Lead Archaeologist will join a team of Cultural Resources practice leaders who collaborate across geographies (including mid-Atlantic, Southeast, Texas, and California/Southwest). The ideal candidate will have a balance of experience in archeological evaluation and analysis, project and personnel management, as well as business development as they will serve as a manager and mentor to junior- and mid-level ICF cultural resources professionals and help grow our Cultural Resources practice in the Pacific Northwest. 

The Regional Lead Archaeologist will provide cultural resource management services as a client-facing technical lead, with capabilities that include project management and senior-level technical expertise. This role will also assist on or lead the preparation of proposals, communication with clients, and tracking project budgets and schedules. The ideal candidate will have a strong background in the archaeology of the Pacific northwest and regulatory compliance, and a capacity for managing projects and client relationships.

In the Pacific Northwest, some of our local passion projects include working with the Washington Department of Transportation to support upgrades to transportation infrastructure and fish passage improvements, Seattle Public Utilities and Snohomish County to implement flood control and transportation projects, Portland General Electric, Lane Electric and other utility clients to underground overhead lines to reduce wildfire hazard, and the Oregon Housing and Community Services to support communities recovering from past wildfires. We also collaborate across regions on projects that support national programs related to disaster recovery, offshore wind solutions for a greener energy future, and even the occasional international heritage tourism project. One thing is for sure, being part of ICF’s cultural resources team is #neverboring.

Key responsibilities

  • Provide senior-level resource lead and technical support in field and office settings.

  • Evaluate resources for National Register of Historic Places and Washington Heritage Register, develop resource management recommendations, assess project effects on resources, and provide high level support to address complex resource challenges that require advanced technical or regulatory knowledge.

  • Contribute towards business development efforts within subject matter expertise, participation in events and conferences, and outreach to teaming partners.

  • Perform QA/QC for reports or documents.

  • Manage projects related to environmental compliance and resource management, including client contact, budget control, invoicing, schedule, personnel allocation/planning, public interest facilitation, technical approach development, and subcontractor involvement.

  • Recruit, supervise, and mentor staff; collaborate with other ICF regional leads to ensure that the Cultural Resources practice maintains a robust and varied blend of capabilities.

  • Collaborate with internal and external clients to achieve long-term objectives and efficiencies.

Qualifications

  • Master’s or PhD in Archaeology or related field.

  • Registered Professional Archaeologist certification.

  • 10+ years of experience in cultural resources management.

  • 5+ years of experience project management with a thorough understanding of cultural resource regulatory compliance.

  • 5+  years of experience managing technical staff.

What We’d Like You to Have

  • A history of working with private and public sector clients, and regulatory agencies.

  • Familiarity with Pacific Northwest native American tribes, regional cultural resources, and the regulatory environment of the Pacific Northwest (especially WA, OR, ID).

  • Creativity in applying archaeological concepts to address regulatory requirements.

  • Leadership and mentoring skills to contribute to a progressive work environment for employee development and career fulfillment.

  • A desire to excel and passion for rewarding work on complex environmental challenges in a team environment.

  • Working knowledge of SEPA, NEPA, NHPA, and other state and federal environmental regulations.

  • Strong fieldwork skills including pedestrian and subsurface survey, testing and evaluation, as well as a working knowledge of GPS.

  • Proficiency in MS Word, Excel, PowerPoint, and Outlook.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$94,247.00 - $160,220.00
