Job Description

This position, working under the Project Director, will provide strategic direction and senior-level support for an integrated monitoring and evaluation and learning (MEL) and sustainability portfolio for the $120 million, five-year USAID-funded Infectious Disease Detection and Surveillance (IDDS) project. The project supports select governments and their relevant ministries in strengthening diagnostic networks and real-time surveillance systems for pathogens of public health concern, including tuberculosis (TB), antimicrobial resistance (AMR) and zoonotic diseases. The project is also mandated to generate evidence-based guidance and innovative solutions in support of strengthening diagnostic networks and surveillance systems. The project supports the Global Health Security Agenda (GHSA), TB programs and other infectious disease initiatives.

This position leads a team of geographically dispersed professionals and liaises across the full IDDS partnership, to fold partner contributions and insights into the MEL portfolio. The size of the MEL team may vary in line with funding received, but is anticipated to include seven professionals or full-time equivalents. This role provides leadership for several key functions within the project:

       Monitoring, Evaluation and Learning: Responsible for leadership of the project’s logical framework, M&E plan at global and country levels, alignment with programmatic M&E and reporting requirements; quality assurance surveillance plans (QASPs) at global and country levels, and development and implementation of the project’s learning agenda

       Evidence generation and innovation solutions: In support with the project’s third intermediate result and the project’s learning agenda, as funding allows, lead IDDS team members in the design and implementation of special studies and innovation pilots using literature reviews, secondary data analysis and special studies

       Sustainability: Lead team members in the development and implementation of the project’s sustainability framework, including linkages to USAID’s journey to self-reliance. Apply the sustainability framework to individual country programs and at global levels.

This role is responsible for ensuring compliance with the project’s contract requirements related to MEL and sustainability and will supervise select project staff including supporting staff project orientation, career development and staff performance. Strong coaching and mentoring skills are essential. The position is based in Rockville, MD with international travel. The position reports to the IDDS Project Director.

Key Responsibilities

       Lead conversations with the project’s USAID IDDS Management Team and USAID Missions regarding MEL, sustainability, evidence and innovation

       Lead team to finalize development of the project’s logical framework (logframe); country (operating unit)-level M&E products; global and operating unit level QASPs

       Ensure compliance with the project’s MEL requirements and reporting

       Liaise with project’s technical team and country programs to establish appropriate targets for work plans.

       Lead MEL team in the development of the project’s overall M&E system, including indicator selection and adaptation, data collection, data analysis, and reporting.

       Lead the development of the project’s learning agenda and related implementation activities

       Catalyze strategic planning for sustainability within the project, drawing upon ICF and partner-specific areas of expertise in health, finance and governance (HFG), capacity development, sustainability planning and other relevant disciplines

       Review IDDS’ technical portfolio to identify opportunities for gathering and generating evidence, and testing innovations in support of diagnostic network and surveillance system strengthening

       Support key programmatic reporting for GHSA and TB, including working with communications advisor for the development of strong project success stories.

Required Qualifications

       Minimum Master’s degree or higher in public health, international development, or related field with a focus on infectious disease detection, surveillance, or diagnostics

       At least 8 years of experience leading or serving as a deputy lead for large, complex, globally-managed USAID health program with country programs.

       Demonstrated technical competency in development of measurement approaches and project-level M&E systems.

       Demonstrated ability to lead a team of mid- to senior- level professionals in support of the overall MEL needs of a project.

       Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, and other donor organizations.

       Familiarity with USG management, programs, and operations including meeting reporting requirements

       Excellent written and oral English skills

       Ability to travel up to 25% time

Preferred Qualifications:

       French language proficiency

       Experience living and working in one or more of the IDDS countries

       Experience with either Global Health Security Agenda programs or TB programs

       Experience leading globally-dispersed teams.
