Project Portfolio Support Specialist

ICF seeks a Project Portfolio Support Specialist with 5+ years of Project Management (PM) experience and strong organizational skills to support the management of its Defense Health Agency (DHA) client’s portfolio of mental health research projects.  The position is based in Silver Spring, MD, and is currently teleworking four days/week with in-office one day/week.  The candidate must reside in the DMV area.  This position is responsible for working with project sponsors and owners to keep their project’s key performance metrics current and updated within the client’s MS Excel-based project portfolio.

Duties and Responsibilities:

  • Provide PM support and consultation for multiple mental health research projects
  • Support various data entry requirements, handle meeting scheduling, take and disseminate meeting minutes, proofread documents, develop response packages and other documents as needed
  • Maintain the client’s project portfolio to ensure its ongoing accuracy and is current
  • Monitor project objectives, metrics, risks, and project constraints (scope, schedule, cost, and quality)
  • Continuously identify opportunities for process improvement (in terms of the client’s ongoing project portfolio management process) and suggest innovative improvements to reduce level of effort/complexity and improve data fidelity
  • Revise and implement organizational project and portfolio management practices, leveraging standardized processes and capabilities
  • Maintain project performance data in a large MS Excel workbook
  • Support project owners in collaborating with internal and external stakeholders to ensure projects are delivered on schedule with the desired level of quality

Required Qualifications

  • US Citizenship as required by the contract with the ability to obtain and maintain a clearance/
  • Bachelor’s Degree with 5+ years of PM, portfolio management, or project coordination experience
  • Exceptional organization and interpersonal skills
  • Advanced Microsoft Excel skills and experience
  • Demonstrated experience uploading, organizing, and retrieving files in a Microsoft SharePoint environment
  • Strong written and oral communication skills
  • Experience monitoring multiple projects leveraging industry best PM practices
  • Ability to work in a fast-paced environment

Desired Qualifications

  • Experience working within the DoD or other federal government agencies
  • Experience maintaining a portfolio of mental health research projects
  • Experience constructing performance and impact metrics
  • PMP certification
