Project Finance Control Analyst
Imagine using your financial and Government contracting experience in support of important, life-changing missions related to global health, climate change, clean energy, or food security.
This position is responsible for maintaining the financial health of some of ICF’s diverse and growing portfolio of international development work, particularly for large, USAID projects.
We’re looking for a driven employee for this role with increasing responsibility. With over 50 years of experience, ICF is a stable, yet progressive company on the cutting edge of many of today’s most relevant issues.
Responsibilities include project setup, budgeting, forecasting, revenue recognition, variance analysis, and reporting. The position also allows the opportunity to interface with operations and senior management to share financial results and identify future expectations.
Leadership skills are essential, and your ability to guide the project team through financial processes and requirements is critical to this position.
What you must have:
3-5+ years’ experience leading the management of financial, accounting, and operations functions for large, multi-faceted, multi-partner USAID projects of $50M+ in size.
3-5+ years’ experience with Federal Gov’t cost reimbursable, T&M, and fixed price contracts, with specific experience on large, multi-country-based USAID contracts.
3-5+ years’ expertise in USAID procedures and policies, agreement compliance, financial planning and management, procurement, subcontractor management, and other management support areas/functions.
3-5+ years’ experience in budget monitoring, managing financial reporting requirements and applied skills in developing and managing large budgets for USAID contracts.
3-5+ years’ experience maintaining project forecasts to assist the project team with effective financial planning.
3-5+ years’ interfacing and building collaborative relationships with Departments across ICF, such as Contracts, Pricing, Accounting, Project Management, and Business Unit Leads.
3-5+ years’ experience communicating with direct management regarding financial results and ensure project managers and other senior personnel are aware of risks and opportunities identified during project financial reviews.
3-5+ years’ reviewing and completing complete timely and accurate project monthly revenue recognition procedures, in accordance with GAAP and ICF policies.
3-5+ years’ preparing and analyzing project-based forecasting, including Estimate-At-Complete (EAC) and Estimate-To-Complete (ETC) analyses.
3-5+ years’ maintaining ERP project information (i.e., contract /funding values, period of performance, business metrics, project labor categories, etc.) and assure data quality.
3-5+ years’ ensuring timely invoice processing. Work with assigned billing specialist; review and approve invoices; follow up on collections; and analyze and understand unbilled work in progress (WIP).
3-5+ years’ managing project subcontractor invoices, including approvals; write-ups for submission to AP; and maintenance of financial data for semi-annual subcontractor reporting (SF 294).
3-5+ years’ preparing and providing necessary financial information (i.e., fee retention, final invoice review) and other related financial documentation to the ICF closeout department.
What we’d like you to have:
Experience with ERP, Financial and Accounting system, preferably Deltek Costpoint.
Experience with contracts that have multiple CLIN and revenue types.
Ability to interface with clients, project teams, and company management.
Experience using Microsoft office applications. (Intermediate or advanced Excel use is a plus)
Self-motivated and results-oriented individual with a strong work ethic.
Team player with analytical and problem-solving skills.
Multi-tasking capabilities, with strong communication and interpersonal skills.
