Project Finance Analyst (USAID)
ICF is seeking a Project Finance Analyst to work for the USAID-funded Infectious Disease Detection and Surveillance (IDDS) Project. The project operates both in the US and in offices across the globe. The Financial Analyst is an integral member of the project’s finance and operation team.
While this position is based in Rockville, MD, you will be expected to work from home until it is safe to do so from the office. We will continue to make decisions pertaining to office access based on public health directives and guidance, practicality, and overall business requirements
Work with assigned billing specialist and project finance controller to review and process client invoices
Prepare monthly financial report for client and project management team
Prepare and provide necessary financial information to project staff
Help prepare project work plan and activity budgets
Work with subcontractors to develop work plan and activity budgets
Maintain open communication with direct manager and project staff regarding financial data and ensure project staff are aware of risks and opportunities
Analyze all direct project budget and revenue data; monitor project budgets and progress; and share results with project staff.
In coordination with Country Teams and Operations Specialist, maintain project and country forecasts to assist the project team with effective financial planning
Review and monitor project funding and expenditures
Manage and track project subcontractor agreements, including budgets, incremental funding and periods of performance.
Manage and track project subcontractor invoices, including approval, processing and payment.
Required Skills and/or Experience:
Bachelor’s degree in accounting, finance, business or related discipline, or equivalent experience in a related field.
5+ years’ experience in government project budgeting and procurement
Experience maintaining financial records
Experience with USAID funded-projects
Ability to interface with both clients and company management.
Experience using Microsoft office applications
Preferred Skills and/or Experience:
Previous experience working in multi-country development projects
Knowledge of procurement processes and contracting mechanisms.
