Project Director -LEAP Global- Embedded Tuberculosis Technical Assistance

ICF is seeking candidates for the role of Project director (PD) for the anticipated USAID Long-term Exceptional technical Assistance Project (LEAP) Global TB project. LEAP Global- Embedded Tuberculosis Technical Assistance will assist government agencies, particularly Ministries of Health, to confront gaps with specialized and high-quality TB/infectious diseases technical staff and capacity building support on a regular basis. LEAP Global will provide meaningful, culturally appropriate, local solution driven, and technically sound TB and infectious disease technical assistance that permits continuous direct mentoring and quality improvements within the Ministry of Health and other national health entities.
The position will be based in Washington, D.C. but may involve frequent international travel. The PD will have both administrative and technical responsibilities. Administrative responsibilities include routine liaising with the client; management of staff; overseeing of project budgets; and overall planning and management of the project. Technical responsibilities concern the ability to generally understand the range of project’s technical activities, the performance of senior and mid-level staff overseeing those activities, and the ability to assess technical performance of the project and staff. We prefer a candidate with a background in the following areas: large project management of multi-country projects and experience in USAID funded capacity building programs.
The PD will lead ICF’s management of LEAP Global. Responsibilities will include the overall planning and coordination of activities, including the work of subrecipients. The PD will provide agile and high-quality leadership to the project’s interventions across up to 51 different countries, overseeing the technical and strategic direction of a $100-300M, 5-year USAID investment.

- Build upon the documented successes and lessons learned of concurrent and predecessor efforts in strengthening national programs’ infectious disease response, technical capacities and human resourcing to ensure that all relevant lessons learned are applied and adapted in implementation.
- Provide oversight and strategic guidance for all of project activities ensuring key results are consistently delivered and key lessons are broadly disseminated.
- Apply a deep understanding of the global health, infectious disease, tuberculosis and global health security sectors to ensure the project responds to and leverages all relevant global, regional and national efforts.
- Serve a critical role as liaison, facilitate meetings between high level project stakeholders across multiple fora, including serving as the primary interface with the client.
- Establish and maintain effective and highly collaborative communication channels with USAID/Washington, USAID Missions, MOH, WHO, Africa CDC, and other national and regional health entities and stakeholders, international organizations, etc.
- Oversee project management processes and methodologies to ensure projects results are delivered on-time, within the budget and adhere to high quality standards.
- Provide strategic guidance to the project’s learning, documentation and dissemination of findings, impact, innovations, and lessons learned.
- Ensure the project’s timely and complete submission of high-quality work plans, quarterly and annual reports, M&E reports, financial reports, and any other deliverables required by USAID.
- Use professional judgement in handling information and demonstrate sensitivity to project team, individual and all levels of organizational concerns; make use of data, statistical and quantitative analysis, explanatory and predictive modeling, and fact-based management to drive decision making.
- Mentor and support the success of senior leadership team members within ICF and its subrecipients.
- Apply the principles set forth in USAID’s Local Capacity Development policy to the strategic and tactical approaches of the project to meet national and global TA and staffing needs.
- Bachelor's degree in management, administration, business, international relations, or a related field.
- 15 + years in managing similar types of projects for international donors.
- 15 + years of experience in developing and implementing a capacity building program, preferably within the region.
- 15 + years of experience interacting with other government agencies, host country governments, and international organizations in one of the countries proposed.
- 10+ years in infectious disease and tuberculosis global health programs.
- Master’s degree in management, administration, business, international relations, or a related field
- Have strategic vision, leadership qualities, depth and breadth of technical expertise and experience, solid management experience, strong interpersonal, written, and oral presentation skills to fulfill the diverse technical and managerial requirements of the program description.
- Experience with USAID project management, agency policies, regulations, and MEL and reporting requirements
- Prior leadership of global health, infectious disease or Tuberculosis projects desired.
- Experience working with national and sub-national level government officials and health providers, and other relevant stakeholders.
- Demonstrated ability to manage success in multi-component projects with multi-functional teams and international consultants.
- Experience working in Africa and/or Asia preferred.
- Advanced communication, writing, and interpersonal skills.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
