Project Director - Digital Strategy and Programs

Project Director

ICF is seeking Project Director (PD) candidates for an anticipated USAID- funded Digital Strategy and Programs activity in Washington, DC. The project will build the capacity of USAID Missions, Washington Operating Units (OUs), and partners to advance digital initiatives that enhance security and economic prosperity in partner countries while safeguarding individual rights, freedom of expression, and democratic norms and practices. The Director will be the main point of contact for the activity and is responsible for liaising directly with the activity COR on all technical issues.

The PD will have both management and technical responsibilities. Management responsibilities include routine interaction with the client; management and development of staff; overseeing of project budgets and spending; and overall planning and management of the project. Technical responsibilities include direction and oversight of the project’s technical activities and monitoring project and staff performance. The ideal candidate has a background in the following areas: leadership and management of large USAID funded multi-country projects and experience engaging across multiple sectors, including technology, cybersecurity, and/or digitalization activities.

Responsibilities:

  • Providing leadership both for the technical vision of the project, management of staff and interaction with the client and a range of stakeholders, such as local civil society organizations (CSOs), other USG and non-USG donors.
  • Liaise routinely with the client on project and buy-in execution, project planning, contract and budgeting issues and other high level client management issues.
  • Manage direct reports, including lead technical and administrative staff.
  • Serve as primary POC for client, partners, and major stakeholders.
  • Oversee all planning, logistics and budgets.
  • Provide technical guidance to the project
  • Represent the project at outside meetings, conferences and other client endorsed events.

Technical Leadership:

  • Serve as a key digital technical resource to ensure that core indicators and corresponding tools and resources reflect global standards and are on the leading edge.
  • Mentor and support a talented team of professionals to ensure a common technical vision for the project that aligns with USAID strategic priorities. 

Project Management and Operations:

  • Serve as the primary point of contact with USAID clients, including operating units and Missions that have bought into the project, host country governments, and subcontractors.
  • Facilitate the development of efficient systems for program performance; refine and document processes to ensure disciplined, measurable results against program targets.
  • Ensure that staff, partners, and grantees have sufficient capacity and resources to effectively implement project activities.
  • Lead the Project to ensure superior client service delivery and growth.

Qualifications:

  • Bachelor’s degree in management, administration, business, international relations, or a related field.
  • 15 + years of experience managing USAID activities, including contracts and buy-ins, and proven experience building and managing dynamic, flexible teams.
  • 15+ years of experience at building relationships and engaging across multiple technical sectors, including technology, cybersecurity, and/or digitalization.
  • A minimum of 10 years of experience as Chief of Party or Director for international projects with similar scale and complexity, preferably with USAID.
  • 10 + years of demonstrated ability to work with multiple partners on collaborative projects.

Preferred/Qualifications:

  • Master’s degree in management, administration, business, international relations, or a related field
  • Demonstrated ability to create and maintain effective working relations with local partners, grantees, and stakeholders and United States and international non-government organizations to implement activities in support of the GUC component.
  • Have strategic vision, leadership qualities, depth and breadth of technical expertise and experience, solid management experience, strong interpersonal, written, and oral presentation skills to fulfill the diverse technical and managerial requirements of the program description.
  • Experience with USAID project management, agency policies, regulations, and MEL and reporting requirements
  • Demonstrated ability to manage success in multi-component projects with multi-functional teams and international consultants.
  • Experience working in Washington DC, as well as with USAID Missions globally
  • Advanced communication, writing, and interpersonal skills.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$166,964.00 - $283,839.00
