Programme Financial Analyst

We are expanding our services in our Policy Implementation and Programmes practice. To promote this growth, we are looking for a Programme Finance Analyst to join our team, working on the implementation of large European and UK contracts.

As a Programme Finance Analyst you will assist with a variety of aspects of project financial management. You will work across a range of projects. This is a varied role covering many elements of Project Finance, including input to and maintenance of administrative systems and files; monitoring and reconciling project costs; and coordination with Finance / Accounts and Procurement colleagues, as well as external subcontractors and suppliers.

You will need to be highly organised, with a conscientious approach and great attention to detail. You will also need to demonstrate excellent oral and written communication skills, including the confidence and professionalism to liaise with external parties. As a team player, you will be responsive, flexible and quick to learn. Overall, you must be able to plan, prioritise and manage your workload effectively, with increasing autonomy over time. 

Main Responsibilities:

  • Project Financial Administration - accurately updating various databases and spreadsheets with budgetary commitments and invoices, etc.
  • Project Reconciliations – regularly checking and monitoring financial transactions to spreadsheets
  • Document Management – filing of purchase orders, invoices and other related documents to project folders for documentary evidence
  • Vendor Set-up and Monitoring – preparing and submitting Vendor Set up Forms, and monitoring contractual arrangements with sub-contractors and suppliers, in coordination with the internal Procurement team
  • Purchase Order Requests – raising POs for a wide variety of services, including subcontractors, travel and venue  bookings, etc. and handling amendments
  • Contract Amendments and Renewals – requesting contract up-dates from clients, including adding new staff/experts
  • Project Closure - requesting Certificates of Completion from clients
  • Invoicing - liaising with the internal Finance / Accounts team to prepare advance, interim and final invoices, and gathering the required documentary evidence
  • Pricing Support – supporting the preparation of budgets, and checking formulas and figures, for the purposes of pricing proposals
  • Administration - providing other general administrative support, as and when required, such as monitoring functional email boxes, taking notes in internal meetings, etc.

Essential Requirements:

  • Graduate or a minimum of 2 years’ experience in a similar environment
  • Good standard in Maths / with figures, demonstrated by qualifications or experience
  • Excellent oral and written English
  • High level of proficiency in using spreadsheets, especially Microsoft Excel
  • High level of proficiency in Microsoft applications, particularly Word and Outlook, and openness to using other ICF applications and software
  • Excellent organisational skills, with a methodical and thorough approach
  • Strong attention to detail and high level of accuracy

Personal Qualities and Experience:

  • Previous finance experience and/or working in a project environment an advantage.
  • Highly developed interpersonal skills and self-motivation
  • Ability to manage a varied workload to achieve agreed deadlines without compromising quality or standards
  • Ability to work within multi-cultural, multi-disciplinary teams spread across different countries and time zones
  • Sound business ethics, including the protection of proprietary and confidential information
  • Ability to demonstrate a 'can-do approach', being a problem solver and team player
  • Ability to work with all levels of internal and external parties, including clients
