Program Manager - Gas Emerging Technology

Program Manager - Energy Efficiency Programs - Western U.S. Region 

ICF is growing its energy program implementation team in Southern California to support new and existing contracts in the region. Our clients include energy utilities, recognizable Fortune 500 corporations, and a variety of Federal, State, and local governmental agencies. We are seeking an experienced Program Manager to lead a multi-year research effort focused on evaluating technical and market potential of emerging natural gas efficiency technologies. Our southern California office locations include San Diego, Irvine, Corona, and Los Angeles. 

Key Responsibilities 

  • Managing a research portfolio budget, scope of work, and schedule to achieve all project goals, KPIs, and client and customer satisfaction. 

  • Mentoring and guiding supporting staff in the delivery and reporting of research activities. 

  • Management and oversight of cross-functional project teams comprised of engineers, scientists, and analysts (both ICF internal staff and subcontractors) to successfully deliver research projects to client. 

  • Developing an annual research plan that prioritizes research activities in alignment with California decarbonization goals. 

  • Representing the program in a variety of public forums including presentations at industry conferences, state and national committees focused on emerging energy efficiency technology research, California Public Utility Commission and/or California Energy Commission workshops and other project-focused outreach events. 

  • Collaborating with Technology Developers, OEMs, and other research entities (e.g., national labs) to identify technology opportunities and facilitate a pipeline of research projects. 

  • Collaborating with energy efficiency program administrators and program implementers to overcome market barriers to energy efficiency technologies and transferring high potential technologies into efficiency program portfolios. 

Basic Qualifications 

  • Bachelor’s degree in business, engineering, or other related field. 

  • Excellent interpersonal skills. 

  • 5+ years of experience in energy efficiency, and/or renewable energy project management. 

  • Working level knowledge or experience with commercial, industrial, agricultural or residential natural gas energy efficiency equipment such as HVAC, water heating, cooking and/or process/controls. 

Preferred Skills/Experience 

  • Management or technical consulting experience. 

  • Ability to make compelling presentations. 

  • Experience writing, publishing, and presenting technical papers or concepts. 

  • Knowledge of various market partners and channels that would be leveraged to in the execution of an energy efficiency technology research project. 

  • Knowledge of sustainable building practices and technologies. 

  • Demonstrated ability to work with management level client staff, as well as similar level staff at technology developers, OEMs, professional societies (e.g., ASHRAE), standards/testing organizations (e.g., AHRI, ANSI), universities and consulting firms.
