Program Manager - FEMA PA
ICF’s Disaster Management division works with government agencies and communities to design and implement recovery programs and deliver increased resilience after a disaster strikes. Our clients include states and localities administering HUD and FEMA funded disaster recovery and mitigation programs. We often work in close collaboration with ICF experts across the firm on related issues such as energy efficiency and green building, infrastructure, financial literacy, sustainable community development, and workforce development.
ICF's Disaster Management division seeks a Program Manager FEMA PA professional who will lead a Grant Management Team and other FEMA PA specialist in New York.
The ideal candidate will be a proven Disaster Program Manager with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation, build strong solutions to impacted areas, and provide strong risk management.
Key Responsibilities:
Lead large, complex programs implementing major state and community-level post-disaster recovery efforts, including administering federal financial assistance such as FEMA Public Assistance (PA), FEMA Individual Assistance (IA) funds.
Manage and administer the State Public Assistance / Hazard Mitigation / Individual Assistance / Recovery Finance Sections
Develop policies and strategies ensuring assistance to State staff, counties, municipalities, individuals, and non-profit organizations
Coordinate with State, Local, and Federal executives, leadership, and officials
Establish and coordinate staffing requirements for active disaster Joint Field Office (JFO) operations
Serve as the direct interface with state/local client agency, including high-level elected and appointed officials, as well as senior program staff
Service specific business types and/or industries such as manufacturing, agriculture, retail or technology
Manage technical and support staff and provide ongoing direction in the performance of assigned program
Develop and monitor program plan including time and cost estimates. Ensure project outputs are delivered on schedule and within budget by tracking performance and expenditures
Lead and coordinate the implementation of tools for program change management, risk management and quality assurance
Establish milestones and monitors adherence to program plan and schedule, identifies program problems and obstacles and obtain solutions and necessary tools to for control over program results
Prioritize workload and determine staffing levels and any adjustments in staffing.
Work with functional management to maintain a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected program activities
Lead, coordinate and evaluate performance of all staff
Review reports and briefings prepared by staff for quality and compliance to contract requirements
Lead discussions for program reviews and prepare and deliver formal briefings to the client or subrecipient on overall and specific program activities
Comply with quality assurance and security procedures in the performance of duties
Participate in the development and implementation of strategies to successfully obtain program objectives

Experience & Skills:
Bachelor’s Degree from an accredited institution and at least ten (10) years of experience in program management, banking, accounting, lending practices, business administration and/or entrepreneurship sector or related field
Demonstrated experience as a Program Manager managing large-scale, multi-million dollar disaster recovery or emergency management projects within the last 5 years
Must have knowledgeable on the current provisions related to the Recovery Programs found in the Stafford Act, 44 CFR, and 2 CFR
Be familiar in the use of FEMA Disaster Systems, including Grants Portal and the Emergency Management Mission Integrated Environment (EMMIE) grant tracking programs
Familiarity with program planning and using grants management and commercial lending and/or loan servicing systems
Experience with grant management or loan underwriting or servicing
Professional reputation for consistent excellence in delivering on client commitments, ensuring effective program and project quality review processes, and driving a customer satisfaction culture
Experience with state and local governments, and the types of initiatives necessary to help them rebuild their economy and culture following significant disruptions, such as natural disasters
Demonstrated ability to internally monitor all program and project activities to ensure quality control and quality assurance and be prepared for Federal audits of program activities
Familiarity with program planning and using grants management and commercial lending and/or loan servicing systems
Demonstrated success managing complex cross-functional teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products
Ability to formulate strategies to create new, creative approaches and profitable solutions
Demonstrated success in program execution, client relationships and profitability
Proven track record of leading a team and accomplishing successful business results
Ability to travel and/or relocate to a project site

Bi-lingual in English and Spanish fluency or literacy
Preferred Qualifications and Skills:
Bachelor’s degree or higher education in Economic Development, Accounting, Public Administration, Urban Planning, Business Administration, Finance, Program Management or similar degree
Knowledgeable in business operations and financial documents
Experience in reviewing credit reports, business tax returns and financial statements

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is
$101,143.00 - $171,943.00
