Program Manager - Emergency Management

ICF is seeking an experienced Program Manager of large federal contracts to join our Emergency Management team based in the National Capital Region (NCR). This position is responsible for providing program management and subject-matter expertise on exercise programs spanning the U.S. Department of Homeland Security (DHS), other federal agencies, as well as providing tailored, exercise-related assistance to emergency management agencies across state, local, tribal, and territorial governments. 

As the Program Manager, you will manage a large team comprised of employees and subcontractors to design, develop, conduct, and evaluate emergency management exercises across all levels of government. This includes exercise simulation, analysis of evaluation data and strategic communications strategy.  You will oversee a portfolio of independent exercise programs with their own schedules, stakeholders, and resource requirements operating with events and meetings unfolding concurrently across different geographic locations nationwide. You will be responsible for ensuring quality of deliverables, maintaining sound financial management and coordinating staffing of all contract requirements.

Required qualifications:

·       10+ years of experience in project and program management at the federal level

·       Experience managing projects with at least 25 FTE staff and additional surge support from subcontractors

·       Experience leading a team of managers that coordinate directly with government and subcontractor staff at multiple levels

·       Experience designing, planning and facilitating emergency management exercises at the federal and state levels

·       Masters degree or Bachelors degree with 15 years of emergency management experience

·       U.S. Citizenship required (required by federal government for position)

Preferred qualifications:

·       Active Security Clearance

·       FEMA Master Exercise Practitioner Program (MEPP) certification or HSEEP training expertise

·       PMP certification

·       Prior experience supporting National Level Exercises (NLEs) 

·       Experience facilitating Senior-level federal interagency workshops, planning meetings, or exercises

·       Recent experience with DHS exercise programs, lessons learned analyses, and continuous improvement planning

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$103,672.00 - $176,242.00
