Program Manager- Cybersecurity SETA

ICF seeks a Program Manager to lead a team supporting the national effort to protect and enhance the resilience of the nation’s physical and cyber infrastructure. The Program Manager will assist the Cybersecurity and Infrastructure Security Agency (CISA) by supporting technical integration of the risk architecture within CISA.
Primary responsibilities include successful program transition and delivery, customer engagement and satisfaction, technical engagement in areas of Technical Integration Support and Critical Infrastructure, coordinating reach-back capabilities, and supporting other technical areas relating to CISA’s operational priorities.
The ideal candidate will be in the Washington DC Metro area, but consideration may be given to other locations for highly qualified candidates. Routine travel to client sites, ICF offices, and conferences in the Washington DC Metro area will be required.
Critical duties to include, but not limited to:
Apply engineering and technical principles
Ensure the team is following the customer’s software development lifecycle for all integration and development efforts.
Oversee delivery of contract requirements, ensure effective program and excellence in project quality, and drive a customer satisfaction culture.
Support organizational capability and practice development by providing subject matter expertise on critical infrastructure threats, hazards, and risks.
Foster high level of employee engagement, identify emerging leaders and other top talent, support career development of team members, and bolster organizational resilience.
Drive improvements in program performance and refine and document processes to ensure disciplined, measurable results against revenue targets.
What you need:
Master’s degree (Prefer MBA or MS)
20+ years’ experience in government services
15+ years of which supporting DHS as a Federal employee or contractor, and
at least 2 years of experience directly supporting the National Risk Management Center (NRMC)
Project Management Professional (PMP) certification
Active high-level security clearance required. DHS TS/SCI eligibility, EOD
What would be nice to have:
Expertise in Critical Infrastructure Sectors
Analytic skills, including frameworks and architectures
Deep understanding of CISA and National Critical Functions (NCF)
Expertise in leading dynamic teams
Operational flexibility – ability to shift upon customer request.
