Program Manager - Computing and Communication Foundations

ICF is seeking a Program Manager to support the National Science Foundation’s Computer and Information Science and Engineering (CISE)’s Computing and Communication Foundations. Your work will contribute to enabling the NSF’s mission to maintain and strengthen the vitality of the US science and engineering enterprise. This division administers research and education activities that seek advances in computing and communication theory, algorithms for computer and computational science, and architecture and design of hardware and software. This position will help to support research and education on the mathematical, scientific and technological foundations of computing, information and communications.

This role is based in Alexandria, VA. This is an opportunity to contribute to an important project from its beginning, work with the latest and emerging technologies, and all while building a great career at ICF!

Key Responsibilities:

  • Support Program Officers and administrative team in four core programs:

    • Algorithmic Foundations

    • Communications and Information Foundations

    • Foundations of Emerging Technologies

    • Software and Hardware Foundations

  • Technical and scientific writing/editing

  • Assist with site visits

  • Manage and assemble proposal-review panels, generating supporting documents

  • Managing the annual report production process from start to finish

  • Support the development and deployment of abstracts

  • Manage minutes from technical discussions and proposal discussions, in accordance with NSF policies

Required Qualification/Skills

  • Master’s or Ph.D. in NSF‐supported fields (Computer Science is preferred)

  • 10+ Total years of experience in a similar or related field

  • Equivalent experience and/or certifications ARE acceptable in place of (Bachelors and 14+ years experience)

  • Experience in running scientific and/or technical related programs

  • Experience with general scientific or research communities (specific IT domain experience not required)

  • Project management/proven business acumen in managing complex projects and budgets

  • Background in use-inspired best practices like human-centered design, user-discovery, and research synthesis; as well as an understanding of transition to practice pathways.

  • Experience in managing research projects such as on a large research team, or experience providing this kind of support to government funding agencies as a Science and Engineering Technical Assistance (SETA) contractor

  • Familiarity with research, project and program management

  • Strong communication skills, both written and verbal

  • Highly proficient with Microsoft Office

  • Specifically, Word, Excel, PowerPoint, and OneNote

  • Calendar and schedule management using Outlook

  • Proficient with agency collaboration tools

  • Zoom

  • OneDrive

  • Microsoft Teams

  • Box

  • Slack

  • Microsoft SharePoint

  • Must be able to automate and innovate
