Program Analyst

ICF is seeking a cyberspace operations professional, with prior military, civil service and/or contractor experience within Headquarters Air Force, HQ Air Combat Command (ACC), and/or 16 AF staff/subordinate units. Candidate will provide operations support and technical expertise for the Information Warfare Division, Offensive Cyber Operations (OCO) Branch in support of the OCO  Functional Area Manager (FAM) and associated training, readiness and oversight responsibilities.  Duties include support for all traditional elements of A-Staff support within a MAJCOM, coordination from the strategic level to operations level of war. In addition, there are numerous technical opportunities across the USAF’s cyber weapon systems portfolio.

Key Tasks to be accomplished:

  • Assist the Functional Area Manager (FAM) to advise the respective commander or functional director on the management and oversight of all personnel and equipment within the specific functional area / Mission design Series (MDS) to support operational planning and execution.

  • Support the Functional Area Manager /Global Force Manager with Unit Type Code (UTC) Management, Readiness, DRRS and AEF UTC Reporting Tool (ART) System.

  • Monitor performance of DCO systems to identify readiness trends and the ability of current systems to meet mission needs and resolve deficiencies impacting operations or system performance.

  • Serve as alternate to the Functional Area Manager for UTC maintenance, UMD changes to facilitate capability training and readiness oversight.

  • Coordinates operations and maintenance training delivery from the Program Management Office to the operational units. Assists in leading the Training Planning Team to update/maintain the system training plan to deliver life-cycle training for assigned weapon system (Training System Requirements Analysis, System Training Plan and Master Training Task List). Knowledge of and ability to provide inputs for the Strategy, Planning, Programming, Budget, Execution (SPPBE) process.

  • Reviews, updates, and coordinates MAJCOM-Instructions, Manuals, Concepts of Operations, System Concepts, and other documentation/guidance. Assists with the preparation of Joint Capability Integration and Development System (JCIDS) documentation. Reviews, provides analysis, coordinates, and provides recommendations on the validation of 1067s modification documents. Previous experience working with Program Management Offices.

  • Establish ACC’s Cyber Operations, training, equip mission

  • Focus on Weapon System Management, requirements determination, and conferences focused on the improvement of cyber mission qualification training and readiness

  • Facilitate Training Systems Requirements Analysis and Assist the development and coordination of training plans IAW DAFI-16-1007, ACCI 11-251 and 11 252.

  • Lead Training Planning Team (TPT) efforts for assigned weapon system.

  • Resource management of Cyberspace capabilities

  • Assist with the Development, Fielding and Employment of:

  • Cyberspace Weapon systems, programs, and capabilities

  • Development, coordination, and preparation of Cyberspace staff tasks, such as System Concepts, CONEMPs, Enabling concepts, Roadmaps, Budgets, and Contingency Plans

  • Assist with authoring weapon system-specific instructions, manuals.

  • Assist PPBE for Title 10/50 ISR and CS&R infrastructure development and sustainment.

  • Assist with the standardization of support to cyberspace operations construct across the AF.

  • Understand Global Force Management (GFM) activities by reviewing, coordinating, and preparing SORTS and DRRS reports, development and management of UTCs, DOC statements, METS, GFMAP and associated DEPORDs, and other GFM activities as required.

What you need to be considered:

  • Experience/knowledge of USG principles, methodologies, and approaches used in strategic levels supporting cyberspace requirements.

  • Required for specific team positions

  • One+ year experience in network security/network management, and/or experience supporting US Government offensive/defensive cyberspace operations

  • One+ year supervisory experience at flight level or above in DoD cyberspace weapon system organization

  • Active SCI clearance

Preferred Skills/Experience:

  • Three years’ experience in a Service Cyber organization

  • AFCYBER preferred, however a sister Service also acceptable

  • Operations level of war recommended (ex. AOC, Wing, NAF, MAJCOM, Air Staff or Service equivalent)
