Procurement Compliance Analyst

ICF’s Contracts & Administration (C+A) Group is seeking an experienced Procurement Compliance Analyst who will be responsible for monitoring, auditing, and evaluating procurement practices and artifacts across the company to ensure compliance with respective policies, practices, and standards. In this role you will respond to internal and external requests for information and guidance and help to drive a culture of compliance related to Procurement activities across the company.
The majority of our staff are currently working a hybrid work arrangement, in which staff are present in a specific office when there are benefits to in-person interaction and collaboration and work remotely when they do not need to be in the office. Hybrid work arrangements are managed on an individual basis with the idea of maximizing opportunities for collaboration and work location & schedule flexibility.
Support procurement staff with policy and compliance matters and review procurement files to ensure compliance with current regulations and company purchasing policies and procedures.
Interface with Procurement management and staff along with line operational managers
Assist with training initiatives to roll out new practices and process improvements to the procurement teams and other business partner and account groups.
Assist with maintaining a CPSR approved business system, executive compensation and small business reporting, job aids, and procurement templates and forms.
Maintain responsibility for conducting pre-award and post-award compliance reviews of procurement files.
Assist in conducting reporting related to regulatory requirements and internal compliance metrics to support monitoring of compliance trends
Support client and government (e.g., DCMA, DCAA, etc.) inquiries related to Procurement documentation and/or processes including assist in the preparation for Contractor Purchasing System Reviews (CPSRs) and, assisting with ensuring that the company maintains an "approved" system rating
Support various enterprise and C+A group-level projects and initiatives
HS diploma or GED and 8+ years of experience with subcontracts administration or procurement policy and compliance review or Bachelor’s degree and 5+ years of experience with subcontracts administration or procurement policy and compliance review
5+ years of work experience with US government contracts and/or subcontracts
Ability to successfully support a fast paced, high-volume, and diverse workload
Ability to pay strict attention to detail
Ability to work effectively in a heavily remote environment and with geographically dispersed teams
Experience working in a CPSR-compliant purchasing system is mandatory
Proficient in Microsoft applications (Outlook, Word, Project, Excel, SharePoint) and building new templates and workbooks, macros, and lookup features
Experience with Federal Individual Subcontracting Report (ISR) and annual Summary Subcontract Report (SSR) submissions
Deltek CostPoint experience highly desired
