Principal Transportation Planner (Mid-Atlantic)

ICF’s Transportation Practice specializes in addressing complex planning, policy, and program issues at the nexus of transportation and the environment, energy, and communities. ICF’s work focuses on integrated approaches that support sustainable transportation decisions, addressing mobility, safety, environmental, social, and economic effects of transportation. Our work includes strategic planning, research, policy analysis, outreach, training, and program evaluation for federal, state, and local governments. We specialize in evaluating the impacts of infrastructure projects, programs, and government policies; developing guidebooks; and documenting best practices related to integrated planning, transportation operations, and the environment. 

Job Description

We are seeking a Principal Transportation Planner for ICF’s Transportation Practice. A Principal Transportation Planner is responsible for leading teams in projects related to multimodal transportation planning and transportation policy issues. The Principal Planner will lead statewide, regional, and local transportation planning projects in the Mid-Atlantic region (primarily from Virginia through New York), as well as support national-level research projects.  This position will be remote as we continue to move through the pandemic, but once on-site work resumes, we prefer that the work location be based in one of ICF’s offices in the Washington, DC area or New York metro area, although location is flexible for other locations in the Mid-Atlantic. The position requires experience in one or more of the following areas:

  • Transportation planning, addressing issues related to statewide, metropolitan, and/or corridor planning, and performance-based planning and programming.

  • Transit planning, and related analyses addressing topics such as shared mobility, first-mile last-mile connections, bus rapid transit, park-and-ride planning, and travel demand management plans.

  • Community and environmental impact assessment issues, such as livability, equity, environmental justice, and public health.

  • Transportation financial analysis, asset management, and/or economic analysis, including risk assessment and benefit-cost analysis.

  • Policy analysis related to freight and/or passenger travel.

Key Responsibilities

  • Leading the development of innovative, accurate, timely, and high-quality products and services, typically working on multiple projects with all levels of staff.

  • Managing task or project schedules and budgets.

  • Facilitating workshops and other outreach activities.

  • Leading development of new business opportunities with a focus on state and local clients.

  • Identifying industry trends and working closely with the division senior leadership to position ICF for long-term growth.

  • Leading the identification and recruiting of new hire candidates, as appropriate.

Required Qualifications

  • Master’s degree in urban planning, public policy, economics, environmental science, transportation/civil engineering, or related subjects, or equivalent professional experience.

  • 8 or more years of experience in transportation planning, policy, environmental issues, economics, or asset management.

  • Experience working on state, regional, or local transportation plans or policy issues, especially in the Mid-Atlantic (Virginia, DC, Maryland, West Virginia, Delaware, Pennsylvania, New Jersey, New York).

Required Professional Skills

  • Strong oral and written communications skills.

  • Proven business development capabilities.

  • Ability to work collaboratively with project teams and clients to achieve established goals.

We are 100% remote at this time. Upon return we prefer a hybrid work schedule at a local ICF office based out of Arlington, Virginia or in New York.
