Policy Analyst
ICF is seeking a Policy Analyst/Program Manager to join our team supporting the Critical Technology Protection (CTP) directorate at the Defense Counterintelligence and Security Agency (DCSA).
The requirement areas are:
Review policies related to foreign ownership, control, and influence (FOCI) and mitigation strategies within the Department of Defense (DoD) and the entire federal government
Analyze and determine a corporate entity’s Foreign Ownership, Control, or Influence (FOCI) risks and provide recommendation to the Government regarding their facility security clearance
Review policies related to Controlled Unclassified Information (CUI) and Secure Compartmented Information Facility (SCIF) Accreditation within the Department of Defense (DoD) and the entire federal government
Assist in drafting and editing documents related to federal agency rulemakings
Develop recommendations and courses of action to comply with policy requirements within mandated deadlines
Synthesize information from policy documents, literature, and other technical reports
Provide verbal and written progress updates to project staff as well as regularly required reporting statistics
Analyze data captured after implementing policy changes and generating reports to show compliance
Advise, counsel, and instruct the Enterprise Security Operations (ESO) chief and DCSA senior leadership about new or upcoming policy changes
Advise, counsel, and instruct the FCB chief and DCSA senior leadership about new or upcoming policy changes
Possess strong technical writing capabilities
More generally, this role may involve any from among the following activities:
Provide ICF team management, mentorship and guidance as required and collaborate with ICF leadership on program management and growth oportunities
Attend designated meetings as required to assist with various portfolio and program needs; take notes and transcribe minutes of these meetings and update DCSA leads as necessary
Provide logistical assistance related to organizing meetings (including calendar management)
Create a wide variety of documents to include reports, spreadsheets, presentations, rationale justifications, and other interoffice/interagency communications and corporate correspondence
Assist with developing Job Aids/Training Resources for internal and external users
Assist in business process reviews and development
DCSA is operating under maximum telework during the current COVID-19 pandemic. Upon reconstitution of the building (planned for May 2022), you will work on-site in Quantico, VA, and will work closely with a team of government personnel supporting the Critical Technology Protection directorate.
Qualifications:
Bachelor’s Degree
8+ years’ experience supporting Government agencies
Active DoD Security Clearance
Preferred Skills/Experience:
Master’s Degree preferred
PMP certification strongly desired
