Outreach and Engagement Lead – CDBG-MIT – United States Virgin Islands (USVI)

ICF’s Disaster Management Division is seeking an Outreach and Engagement Lead who will support government agencies in the US Virgin Islands on projects that aim to reduce the island’s future disaster risk. As Outreach and Engagement Lead, you should have experience with and knowledge of the Department of Housing and Urban Development’s (HUD) Community Development Block Grant Mitigation – (CDBG-MIT) and/or Disaster Recovery (CDBG-DR) programs, as well as FEMA and other applicable federal disaster recovery and mitigation programs.

The Outreach and Engagement Lead will work onsite with the Program Manager, senior ICF staff, subject matter experts, and others to assist the client with project management and implementation of infrastructure and resilience related activities to ensure smooth project performance. This role is key to ensuring engagement and outreach actions and activities are efficiently and effectively planned and executed across the community. As such, this position requires you to maintain a complete understanding of all applicable program policies, requirements, and procedures within the established project guidelines and to know the regulatory and statutory compliance requirements for HUD-funded programs.

Key Responsibilities: 

  • Utilize critical and strategic thinking to take projects from idea to reality.
  • Develop effective communications strategies that resonate with target populations (e.g., Limited English Proficiency, low income, limited education, special needs and elderly) to result in education or move a specific action.
  • Oversee contracts with community engagement partners to implement communications and outreach initiatives.
  • Conceptualize and align with the client to interact with editors, designers, production managers through completion of projects.
  • Coordinate and collaborate with internal teams and resources to develop compelling communications materials that utilize traditional marketing and social media tactics.
  • Engage with operations and policy teams to develop materials that explain complex program requirements and processes in an easy-to-understand manner.
  • Analyze and prepare program data to illustrate measurable results of communications and outreach efforts.
  • Work with client to proactively plan for and respond to various levels of public reporting requests.

Basic Qualifications: 

  • BS or BA degree in Communications, Marketing, Public Relations, Advertising, Journalism or related field
  • 7-9 years of previous relevant experience (experience with CDBG funds a plus)
  • Previous disaster recovery or other high visibility public program communications experience 
  • Extensive public communications and community engagement experience 
  • Previous leadership experience to include managing staff and/or contractors
  • Excellent verbal, interpersonal and written communication skills
  • Superior organizational skills
  • Ability to quickly respond to media and public communications challenges
  • Ability to analyze and research issues and offer swift solution/resolution
  • Can-do attitude and willingness to jump in where needed

 Preferred Skills/Experience: 

  • Experience working in a consulting firm, development organization, or public agency preferred

Professional Skills: 

  • Excellent verbal, interpersonal and written communication skills
  • Ability to work collaboratively with diverse stakeholders including engineers; planners; GIS professionals; federal, tribal, and state government officials; and the public.
  • Team player with the ability to work in a fast-paced environment and juggle multiple projects and deadlines
  • Microsoft Word, Excel, PowerPoint, OnBase, Adobe Pro, MS Publisher or similar, MS Access or other database program/software, SharePoint, SAP, at an advanced level
  • Strong analytical, problem-solving and decision-making capabilities
