Monitoring, Evaluation, Learning, and Knowledge Management Specialist- Cameroon
ICF is seeking a monitoring, evaluation, and learning (MEL) and knowledge management (KM) specialist for an anticipated USAID malaria project in Cameroon. The project will support the National Malaria Control Program (NMCP), the Ministry of Health (MOH), and district health management teams in the North Region to implement activities to reduce malaria morbidity and maternal and child mortality. The MEL and KM specialist will be responsible for monitoring and evaluating the project’s activities; setting and implementing the project’s learning agenda; and managing the knowledge that the project produces and uses. The position will be in Yaoundé with travel to regions in Cameroon.
Key Responsibilities:
Develop of the project’s overall M&E system, including indicator selection and adaptation, data collection, data analysis, and reporting in compliance with ADS 201
Ensure compliance with the project’s M&E requirements and reporting
Ensure compliance with USAID archiving of documents on the Development Experience Clearinghouse (DEC) and data on the Development Data Library (DEC)
Liaise with project’s technical team to establish appropriate targets for work plans
Develop the project’s learning agenda and related implementation activities
Develop and maintain a structure for managing and disseminating the project’s knowledge assets
Ensure regular dissemination of project achievements through writing of learning briefs and success stories, including oversight of communication strategy. Ensure appropriate archiving and sharing of project achievements, documents, tools
Required Qualifications:
Bachelor’s degree in public health, business administration, epidemiology, statistics, or library sciences
At least 5 years of experience working on MEL functions such as development and maintenance of M&E systems, theories of change, logical frameworks, logic models indicators, data collection and storage stools, and reporting templates
2 + years of experience integrating gender considerations into health policies or programs
At least 2 years of experience leading MEL functions for a project
At least 1 year experience integrating gender considerations into monitoring or evaluation processes
At least 2 years of experience supporting or leading KM functions
At least 2 years of experience using shared platforms to manage documents
At least 2 + years of experience incorporating gender
Advanced professional proficiency in written and oral French
General professional proficiency in written and oral English
Ability to work legally in Cameroon
Preferred Qualifications:
Master’s degree in public health, business administration, epidemiology, statistics, or library sciences
Familiarity with USAID monitoring, evaluation, and learning practices
Experience working on USAID projects
Experience working with health programs in Cameroon
