ICF is seeking a Monitoring and Evaluation Director for the anticipated USAID Long-term Exceptional technical Assistance Project (LEAP) Global TB project. LEAP Global- Embedded Tuberculosis Technical Assistance will assist government agencies, particularly Ministries of Health, to confront gaps with specialized and high-quality TB/infectious diseases technical staff and capacity building support on a regular basis. LEAP Global will provide meaningful, culturally appropriate, local solution driven and technically sound TB and infectious disease technical assistance that permits continuous direct mentoring and quality improvements within the Ministry of Health and other national health entities. 

Responsibilities:

  • Lead the design of and support the implementation of a wide monitoring, evaluation and learning plan. This plan will establish a common framework for indicators, data collection and reporting across all LEAP implementing partners, and identify core learning questions across all LEAP awards.   
  • Provide technical oversight to systematic collection, analysis, synthesis, use, translation, and dissemination of data and learning from across the project to inform both internal programmatic decision-making and the global evidence base.
  • Lead the design and execution of the project’s learning agenda to provide the client with information about how to achieve goals for similar projects in the future.
  • Lead the development of tools and resources that support local implementing partners’ efforts to improve the M&E and Learning capacities of their programs and local partners.
  • Ensure documentation and dissemination of findings, impact, innovations, and lessons learned.
  • Manage diverse MEL staff located across the project’s offices.

Qualifications:

  • Master’s degree or equivalent in international development, monitoring and evaluation, public health, or a related field.
  • 10 + years of experience on USAID or other global health projects leading performance monitoring, evaluation, learning and/or data use for decision-making.
  • 10+ years of demonstrated experience focusing on results and impact, with strong strategic vision and an understanding of systems approaches to programming and monitoring, evaluation and learning.
  • 10 + years of demonstrated experience in fostering a project team culture of continuous improvement and adaptive management.
  • 5 + years of experience designing and implementing monitoring and evaluation frameworks for global health/infectious disease programming at a global scale, as well as measuring program results.
  • Demonstrated experience building monitoring, evaluation and learning capacities of country—level staff, including government, civil society, and private sector.
  • Strong written and oral communication skills.

Preferred Qualifications

  • Experience developing MEL plans, identifying appropriate indicators and developing learning agendas for projects focused on institutional capacity building and technical assistance. Experience serving as the deputy or senior MEL Director of multi-country or global projects.
  • Experience in MEL for institutional strengthening or capacity-building programs.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$77,890.00 - $132,413.00
