About IDDS

Infectious Disease Detection and Surveillance (IDDS) is a five-year United States Agency for International Development (USAID)-funded project with the following overall objectives: (1) Improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases including Tuberculosis (TB) through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2)Improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases, and; (3) Generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems.

Position Description:

ICF is seeking a TB Monitoring and Evaluation (M&E) Specialist to implement project monitoring, evaluation, and learning activities across IDDS countries. He or she will support development of monitoring, evaluation, and learning (MEL) plans for TB programs; support country teams in the collection, validation, and analysis of project M&E data; and help design and coordinate learning agenda and operational research activities related to strengthening TB diagnostic capacity. The position will involve international travel when the pandemic situation allows. This position reports to the Drug Resistant TB Advisor in India and works closely with both the M&E and the TB technical teams.

Technical Responsibilities:

  • Support development of TB country MEL plans and target setting
  • Coordinate the quarterly and annual reporting of TB M&E data across IDDS
  • Provide support to field staff to collect and analyze TB M&E data
  • Perform data validation and quality checks
  • Participate in quarterly data review meetings
  • Create solutions for improved data visualization
  • Support data management including updating and maintaining databases
  • Review data sources and support determination of best options for data integrity
  • Conduct literature reviews, develop data collection tools, analyze data, and other tasks in support of learning and operations research activities
  • Support the documentation and presentation of project achievements, learning, and research results
  • Help draft TB sections of quarterly and annual reports

Required Qualifications:

  • Minimum Master’s degree or higher in public health, international development, or related field
  • 1-2 years of experience implementing monitoring, evaluation, and learning for international health programs
  • 1+ years working in M&E of TB programs, preferably in high burden TB/USAID priority countries
  • Strong analytical skills and the ability to use data for decision making
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
  • Strong writing and verbal communication in English

Preferred Qualifications:

  • Previous TB diagnostic network experience
  • Prior experience with health information systems and GXAlert
  • Familiarity with USG management, programs, and operations including regulatory and reporting requirements
