Manager, Housing & Homeless Services
ICF seeks a self-motivated, thought leader with 8+ years of experience in the fields of housing, community development and/or homelessness to act as an integral member of our technical assistance team leading capacity building efforts for the U.S. Housing and Urban Development related to supporting the rollout and launch of the HOME-ARP (American Rescue Plan) Program, a grant initiative that funds housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability
You must have a strong understanding of best practice housing strategies and approaches for persons at-risk-of or who are experiencing homelessness as well as other historically marginalized and vulnerable populations. The ideal candidate will have a proven track record of planning and implementing equitable rehousing strategies for local, regional, tribal, or state entities.
You must be a pro-active, team player that will be responsible for both leading and supporting a wide range of technical assistance assignments. Efforts might include: providing direct technical assistance guidance to a variety of audiences and stakeholders , developing products and written materials designed to help improve the effectiveness local homelessness response efforts and the administration of federally-assisted housing assistance, informing the planning and implementation associated with the development or preservation of affordable housing rental projects, and working with community stakeholders to determine the highest impact use(s) of HOME-ARP.
What you'll be doing
Advise communities on program design, strategic planning, program effectiveness, and investment strategies aimed at strengthening local, regional and statewide responses to homelessness. Topics and activities may include:
production or preservation of affordable housing,
tenant-based rental assistance (TBRA) and landlord engagement strategies,
best practice housing and service models for serving at-risk and homeless populations including but not limited to housing problem solving, motivational interviewing, harm reduction, housing first, and low-barrier shelter;
housing counseling services to support local eviction prevention efforts; and,
purchase and development of non-congregate shelter,
Leading components of large and small technical assistance and training engagements assisting cities, counties, states, tribes and non-profit entities in the design and implementation of policies and programs.
Drafting written products and tools to be applied within specific engagements and shared nationally to support local efforts to address specific challenges related to compliance with funding requirements and long-term housing and community development solutions.
Leading and managing teams, budgets, project deliverables, communication with the TA recipient, and relations with HUD and other funders.
Tracking priorities to ensure the completion of projects in an accurate, timely and cost-efficient manner.
Providing advisory and consulting services to clients through training sessions, one-on-one conversations, and written products by applying techniques, concepts, and methods related to a particular field of specialization
Performing quality control on products and tools to ensure compliance with regulations and ensure consistency and accuracy.
Bachelors’ degree in Planning, Public Policy, Government, or related discipline. Master’s Degree preferred.
8+ years of direct experience at a consulting or development firm, or working to create creating rental, affordable housing strategies and/or developing systems to reduce homelessness at the local/regional/State level.
Demonstrated knowledge of how designing and implementing affordable housing and services for people experiencing or at risk of experiencing homelessness.
Commitment to addressing racial disparities through inclusive and equitable system and program design
Understanding mainstream housing and homeless service programs and initiatives, including strategies for combatting NIMBYism and recruiting community partners, developers, and investors for development and preservation of affordable housing.
Knowledge and/or experieince with the HOME Investment Partnership Program is a plus.
Project and personnel management skills and experience.
Willingness to travel on occasion.
Excellent verbal, interpersonal and written communication skills;
Leader and team player with the ability to multi-task in a fast-paced environment;
Ability to work with all levels of internal staff, as well as outside clients and consultants;
Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions;
Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, Teams);
Ability to be flexible to handle multiple priorities;
Ability to communicate effectively with both technical and non-technical audiences; and
Comfort with a remote team environment.
