Manager, Environmental Lab and Data Validation

ICF is seeking a motivated Manager, Environmental Lab and Data Validation (including Environmental Scientists, Chemists, Biologists, Geologists, etc.) to join our team to support an EPA contract, the Environmental Services Assistance Team (ESAT), located at Fort Meade in Maryland. The team performs soil, water, air, waste and tissue sample analysis and data validation for chemical contaminants primarily supporting Superfund site assessment, remediation, and emergency response but also for compliance under the Safe Drinking Water Act and the Clean Water Act. The team also supports EPA’s ambient air monitoring programs through sampling air for Pb and particulates and auditing ambient air analyzers for ozone, carbon monoxide, sulfur dioxide, and nitrous oxide under the Clean Air Act. The successful candidate must have or be able to obtain authorization for access to Fort Meade and U.S. Environmental Protection Agency Environmental Science Center. 

Key Responsibilities: 

  • Lead a team of 8 or more Chemists and Technicians providing sample analysis, data validation, quality assurance, air monitoring, and laboratory operational support in support of EPA Region 3 programs 

  • Serve as senior chemist to perform laboratory analysis and data validation services, and provide technical oversight of the work performed by others 

  • Schedule, track and report assignments and work products

  • Develop budgets and ensure financial performance of the team

  • Supervise technical staff including personnel selection and evaluation

  • Serve as the primary technical and management point-of-contact with the EPA client 

  • Ensure compliance with all technical, quality assurance, and safety requirements 

Basic Qualifications:  

  • Bachelor’s degree in chemistry or related science.

  • 10+ years of experience as an environmental chemist including the following minimums:

    • 3 years of experience analyzing environmental samples following EPA methods using complex instrumentation such as ICF-OES, ICP-MS, GC-PID, GSMS, LCMSMS, etc. and the associated data acquisition and reporting software 

    • 5 years of experience managing an environmental analysis group and/or laboratory of 5 or more direct reports for organic and/or inorganic analysis of environmental samples using CLP SOW, SW-846, and other EPA methods. This experience must include planning and overseeing work, managing budgets, making hiring decisions, ensuring financial accountability, and preparing project status and financial reports. 

    • Experience with the CLP SOW, EXES, and NFG for data validation is required and included toward total required experience.

  • Experience in a NELAC or ISO 17025 accredited environmental laboratory  

  • Proficiency with data acquisition, instrument reporting, and Laboratory Information Management systems 

  • Proficiency working with Microsoft suite of software or similar collaboration tools 

  • US Citizenship or Permanent Resident status

  • Ability to obtain permission to access US EPA and other government facilities (includes a background review with fingerprints

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$83,076.00 - $141,229.00
