Manager, Data Analytics and Reporting Solutions

ICF is seeking a Manager, Data Analytics and Reporting Solutions to help the State of Texas manage federal grants to carry out strategic and high-impact activities to mitigate disaster risks and reduce future losses in its communities.

The ideal candidate will have experience with the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR), and Community Development Block Grant – Mitigation (CDBG-MIT) programs as well as an understanding of other federal disaster recovery programs and applicable cross-cutting regulations. 

ICF’s Disaster Management Division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters and long-term housing, economic, and infrastructure recovery after disaster strikes. Our functional expertise is in program management and operations, technical assistance, training, website development, compliance and monitoring, and performance measurement and evaluation. Clients include states and localities administering HUD and FEMA-funded disaster recovery programs. We often work in close collaboration with ICF experts across the firm on issues related to energy efficiency and green building, residential rehabilitation and reconstruction, infrastructure, disaster planning and recovery, financial literacy, job training, and others. All our work is done in a professional, collegial, and intellectual environment that allows individuals to pursue their passions and generate results. 

The ideal candidate will be a proven Project Manager with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation, build strong solutions to impacted areas, and provide strong risk management. This position represents an exceptional opportunity to join an expert team to facilitate change and help make a lasting difference. You will be responsible for providing successful implementation of HUD-funded CDBG-DR/MIT housing assistance program recovery efforts. This is a position that requires the ability to think on one’s feet and adjust to an ever-changing environment. 

This position will be hybrid (remote and in office) based out of our Austin, TX ICF office.

Key Responsibilities: 

•    Serve as the direct interface with state/local client agencies, including high-level elected and appointed officials, as well as senior program staff.
•    Assist with coordination and control over the execution of all program’s activities, schedule, budget, and scope.
•    Maintain a complete understanding of all applicable program policies, requirements, procedures, guidelines; and shall become proficient in all aspects of the client’s system of record, respond to various one-off reporting and data requests, provide audit support, forecasting, and pipeline reporting
•    Monitor program performance status and establish necessary tools for control over programs results by tracking KPIs and metrics.•    Serve as the key project interface with ICF leadership, delivering updates on milestones/challenges, and using data-driven reporting and analysis to inform decisions.


Basic Qualifications: 
•    Bachelor’s degree with major course work in Planning, Construction Management, Public Administration, Business Administration, Economics, Finance, Statistics, or similar degree
•    5+ years of experience as a data analyst, reporting analyst, or similar role
•    5+ years of professional experience in a public-facing, client-facing, or similar role
•    Experience with, or understanding of, federally-funded disaster recovery programs and regulations•    Advanced knowledge in MS Excel including use of advanced formulas, charts, and formatting to create polished and “client-ready” deliverables 

Preferred Skills/Experience:
•    Experience with state and local governments, and the types of initiatives necessary to help them rebuild following significant disruptions, such as natural disasters
•    Demonstrated ability to internally monitor all program and project activities to ensure quality control and quality assurance and be prepared for federal audits of program activities
•    Certification in one more of the following: Project Management Professional (PMP), American Institute of Certified Planners (AICP), Geographic Information Systems Professional (GISP), or similar certification•    Experience with Dynamics 365, Microsoft Access, Microsoft CRM, Quickbase, PowerBI, and Excel (with knowledge of advance formulas and functions) a plus

Professional Skills:
•    Oral communication and interpersonal skills with the ability to explain KPIs, reporting metrics, report analysis/results to executive leadership
•    Ability to work on several projects or tasks simultaneously.
•    Ability to work independently or as a team•    Strong analytical, problem-solving, and decision-making capabilities
