Malaria Data Scientist – Sierra Leone

ICF is a partner on the President’s Malaria Initiative (PMI) Measure Malaria project, a five-year cooperative agreement led by the University of North Carolina at Chapel Hill. ICF’s role includes providing technical assistance to PMI and national governments to build capacity in monitoring and evaluation primarily for malaria programming in PMI-supported countries. ICF seeks a Malaria Data Scientist to join our team in Sierra Leone.

The Malaria Data Scientist will provide technical leadership on malaria data issues to the project. The data scientist will participate in various aspects of data analysis   including developing analytical approaches for routine data and data from other sources such as program data and survey data. The data scientist will support data quality improvement efforts across all health service levels. The malaria data scientist will lead collaborative efforts among the Sierra Leone Ministry of Health and Sanitation stakeholders geared towards improving availability and quality of data for malaria surveillance, monitoring, and evaluation (SME) at both national and district levels.

The position will be assigned initially for one year, renewable thereafter pending availability of funding.

Key Responsibilities

  • Support collation, analysis, and interpretation of data from various sources, including Sierra Leone HIS and Sierra Leone Malaria Indicator Survey
  • Support development of dashboards and reports to assess malaria data quality, program performance, and support decision making
  • Conduct independent analysis to identify new insights on malaria data in Sierra Leone
  • Contribute to malaria SME capacity-building efforts for National Malaria Control Program (NMCP) and focus District Health Management Teams (DHMTs)
  • Contribute to generating evidence to inform malaria SME at the national, and district levels
  • Provide technical leadership through participation in forums, research, and support to government and implementing partners
  • Manage project activities, including developing workplans and activity budgets, and ensure timely project reporting
  • Manage client (including USAID) relationships
  • Mentor district level staff in data science and analytics
  • Contribute to dissemination of result through peer-review publications.
  • Perform occasional work on other strategic initiatives in malaria for ICF as assigned.

Required Qualifications

  • Master’s degree in public health, epidemiology, demography, data science, statistics, or biostatistics
  • At least three years of experience working with quantitative heath data
  • Understanding of routine health data and health information systems in Sierra Leone
  • Understanding of data quality assessment tools and methods, and experience in addressing data quality issues related to routine health information data
  • Proficiency in analyzing and interpreting routine data, and effectively communicating results and findings
  • Knowledge of data analytics and visualization tools, techniques, and methods
  • Proficiency in statistical analysis and good knowledge of at least one statistical package (e.g., SPSS, R, Stata, SAS)
  • Good knowledge of geospatial analysis
  • Excellent English oral and written communication skills
  • Ability to travel locally up to 20% of time
  • Ability to work with all levels of internal staff, as well as outside clients and vendors

Preferred Qualifications

  • Experience working with infectious disease data
  • Proficiency in malaria epidemiology and SME
  • Proficiency in abstracting and linking data from large relational data sets
  • Previous experience in working with Sierra Leone Ministry of Health and Sanitation, USAID-related projects, and PMI
  • Ability to work in programming languages and big data technologies such as Python, SQL, Hadoop, Apache Spark, etc

  • Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions
  • Ability to work with all levels of internal staff, outside clients, and vendors
  • Ability to be flexible to handle multiple priorities
