Learning Specialist

ICF has an opening for a Learning Specialist working primarily with The Demographic and Health Survey (DHS) Program’s capacity strengthening team. The DHS Program is a US Agency for International Development (USAID) funded project that supports the collection of demographic and health data through nationally representative population and facility-based surveys in low- and middle-income countries (LMICs).

The Learning Specialist will provide innovative approaches in instructional design for courses featuring all elements of blended learning: experiential, participatory in-person courses, virtual instructor-led training, eLearning courses, instructional videos, and job aids. Successful candidates will design learning experiences with a focus on incorporating a variety of learning methods and the creation of an effective learning environment for participants. The Learning Specialist will work as part of an appreciative, collaborative team to design, develop, deliver, and/or evaluate diverse written products and courses for global health officials, country partners, researchers, and other stakeholders.

This full-time position will be based in Rockville, MD in the Washington, DC metro area once it is safe to reopen offices (which are currently closed due to COVID-19). He or she will be expected to travel up to 20%.

Duties and Responsibilities

  • Design curricula, storyboards, and/or other learning tools, using creative, adult-learning and evidence-based approaches
  • Work with The DHS Program technical experts to define learning objectives, identify competencies, select content, and create evaluation measures.
    • Develop dynamic, experiential learning session designs for face-to-face and virtual training including blended learning architectures, macro designs/outlines based on technical content, micro designs or facilitator and participant guides, and trainer scripts and slides.
    • Develop scripts for eLearning, LMS platform-based modules, and instructional videos/animations, and work with an animator in designing the accompanying visual imagery.
  • Facilitate face-to-face workshops and virtual instructor-led training sessions in Zoom, Google Meet, Adobe Connect, Teams, and other platforms.
  • Contribute to, and potentially lead, learning evaluations, using Kirkpatrick Levels 1, 2, and 3.
  • Verify DHS Program data use examples for accuracy and programmatic linkages.
  • Effectively communicate project deliverables to team members, and other stakeholders in a clear and concise manner.


  • Bachelor’s degree in education or related fields and 5+ years’ experience with curriculum design or instructional design for adult learners; OR
  • Master’s degree in education or related fields and 3+ years of experience with curriculum design or instructional design for adult learners.  
  • Experience in designing and facilitating interactive learning experiences and designing curricula based on experiential, adult-centered learning, using blended learning and innovative technologies.
  • Experience in instructional design with a focus on blended learning for in-person and virtual learning.
  • Knowledge of learning principles including adult learning, learning styles theory, participatory methods, instructional design, Appreciative Inquiry, whole systems thinking, and related topics.
  • Experience in designing and delivering learning activities for global audiences.
  • Exceptional communication (verbal and written) and presentation skills with a dynamic, engaging facilitation style.
  • Experience in designing storyboards for eLearning, LMS platforms, videos, and animations, particularly for Articulate Storyline, Rise a plus.
  • Experience in the field of international development or public health, working in cross-cultural environments.


  • Strong planning, organization, critical and strategic thinking, and problem-solving skills.
  • Experience in face-to-face facilitation of participatory sessions.
  • Experience in global or public health a plus.
  • Experience in learning evaluation a plus.
  • Fluency in language(s) other than English and experience working or living overseas preferable.
