Lead Homeless Services Specialist
ICF’s Homeless Services team works with federal agencies, state and local government, non-profits, and other community partners to implement evidence-based best practices and to innovate and identify new solutions to ending homelessness. We are currently seeking a mission-oriented candidate who is committed to ending homelessness, improving the way data is used to make decisions, and leading inclusive and equitable planning processes.
We are seeking a Lead Homeless Services Specialist who will lead a diverse range of training and technical assistance engagements for federal and state clients. The successful candidate will have demonstrated experience improving programs and services that support people experiencing homelessness, using Homeless Management Information Systems (HMIS) to collect high quality data, implementing stakeholder engagement processes, and developing accessible and effective training curricula that advances equity-focused solutions to ending homelessness.

- Develop and deliver virtual and in-person training, technical assistance, and learning opportunities to a wide range of stakeholders, including funders, program administrators, direct service providers and other partners across government and nonprofit organizations
- Provide written guidance and training materials on programs and practices that support effective implementation of homeless service delivery methods and models
- Lead efforts to improve participation in local Homeless Management Information Systems to improve how data is used to prevent and end homelessness, including:
- Data collection and entry practices
- HMIS end user and system administrator capacity building engagements
- Improving data management practices to enhance data quality, data access and use, data literacy, and data process flow
- Training on HUD’s HMIS data standards, data dictionary, and reporting frameworks
- Lead technical assistance and capacity building engagements that support all partners administering programs or delivering services to support people experiencing homelessness, which may include:
- Managing administratively and technically complex projects in a matrix organization
- Utilizing deep knowledge and expertise of programs and practices to effectively attain project goals
- Leading strategic planning activities, system and program evaluation, data analysis, system modeling, research and evaluation efforts, and policy development
- Lead capacity building efforts to advance racial equity in communities through qualitative and quantitative data analysis, authentic engagement, training, facilitation, and thought leadership
- Coordinate equitable technical assistance and training engagements to assist in the planning, design and implementation of HUD homeless assistance grants policies and programs as well as best practice strategies related to preventing and ending homelessness
- Lead the management of teams, budgets, project deliverables, communication with the subrecipients, and relations with clients
- Track priorities to ensure the completion of projects in an accurate, timely and cost-efficient manner
- Bachelor's Degree or higher in Social Work, Planning, Public Policy, Government, or related discipline preferred. Equivalent work experience combined with lived experience of homelessness may be considered.
- Minimum 8 + years of direct experience working in the homelessness field with knowledge of HUD programs
- Demonstrated knowledge of how homeless services systems and programs are implemented at the state and/or local levels
- Demonstrated experience improving data collection methods, HMIS participation, data quality, business processes, and research and analytical products utilizing HMIS data
- Demonstrated commitment to addressing racial disparities through inclusive and equitable system and program design
- Understanding of McKinney-Vento Act and regulations governing the Continuum of Care and Emergency Solutions Grants programs and other federal mainstream housing and services programs
- Excellent problem-solving skills with the ability to analyze situations, identify existing or potential problems, and recommend solutions
- Excellent communication skills with the ability to tailor communications for different audiences
- Team player with the ability to work in a fast-paced environment
- Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
- Ability to thrive in a remote-oriented team with staff working in a variety of office settings and located around the country
- Project management skills and experience
- Experience implementing HUD HMIS requirements, including standards developed for HUD’s HMIS data elements, data collection and entry procedures, and mandated reports generated from HMIS for HUD and Federal Partners
- Specialized experience in any of the following:
- Knowledge of programs and services administered by California Department of Housing and Community Development and/or California Department of Social Services
- Experience with evaluating and analyzing data or racial inequities and/or making systems changes to equitably support members of marginalized populations, Black, indigenous and people of color experiencing homelessness
- Experience and expertise in other federal and state mainstream housing and human services programs, including those that serve families, Veterans, and youth special populations
- Detailed knowledge of HMIS software use and administration, data management and work flow development, data analytics and reporting
