Lead CDBG Financial Specialist (Remote)
ICF is seeking a Lead CDBG-DR Financial Compliance Specialist with experience in CDBG-DR/CDBG-MIT regulatory compliance, CDBG-DR/CDBG-MIT financial management, or similar work to support the development of processes and tools for financial compliance for our work in Austin, Texas. This is an opportunity to be a part of a project management team that is making a significant impact on behalf of state recovery operations working to optimize disaster grant resource management.
In this role, you will have the opportunity to help support the mission, business, service, and operational needs of our clients. ICF’s Disaster Management division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters. Our functional expertise is in program management and operations, planning and preparedness, technical assistance and training, strategic communications and outreach, compliance and monitoring, and performance measurement and evaluation. Clients include states and localities administering the United States Department of Housing and Urban Development (HUD) and the Federal Emergency Management Agency (FEMA) funded disaster recovery programs.
This opportunity can be remote, but preference will be given to candidate living or willing to relocate to Austin, Texas.
Provide expert technical assistance to clients on CDBG-DR/MIT existing and new requirements and regulations.
Develop written products and tools for financial policies, financial award management, and program financial compliance, including the development of standard operating procedures (SOPs).
Provide technical assistance to the state on management of its disaster recovery grants.
Work with Financial Services Team and client to prepare all compliance reports required by the CDBG-DR/MIT program.
Develop program performance reports and analysis and identify areas for improvement.
Lead the development of internal financial operation manuals, including accounting practices, billing and collections, financial planning and analysis, internal audit, back-office systems, etc.
Support project delivery on disaster recovery/data analytics, including partnering with ICF subject matter experts.
Support with the development of project work plans, schedules, and other planning documents to meet client objectives and requirements.
A Bachelor’s Degree
3+ years experience, including 2+ of CDBG-DR/MIT financial compliance and reporting
Finance experience in one or more of the following: Grant Accounting, Public Accounting, Budgeting, and/or Forecasting
Advance knowledge of the compliance requirements for US HUD's CDBG-DR/MIT program and 2 CFR 200
Advance knowledge of Microsoft Excel (including the use of pivot tables and advanced formulas) and Microsoft PowerPoint
Experience with Office Suite and ability to learn project-specific computer systems as needed (specifically SharePoint and proprietary computer systems)
Familiarity with HUDs DRGR Reporting system
Graduate’s Degree in public administration, disaster recovery, government accounting, business administration, or a related field of study
Good understanding of BI reporting tools (e.g., MS Visio, Power BI, Tableau)
Familiarity with QuickBase or similar low-code platforms
Experience working in Texas within a Federal, State and/or City financial role
Expert problem-solving capabilities and ability to learn quickly and apply knowledge to unique circumstances.
Excellent writing and presentation skills, with experience providing training on complex subjects to multiple audiences.
Strong analytical, mathematical and/or financial skills.
Self-motivated; ability to work independently.
