Lead, Business Development/Project Delivery - Climate Planning (Remote USA)

Location: This position is preferably located in Arlington, VA, but can be flexible including hybrid from any USA ICF office or Remote USA.

Federal agencies, states, cities, counties, regions, and others have a role in assessing and planning to adapt and become more resilient to a changing climate while reducing greenhouse gas emissions through equitable and cost-effective solutions.  Do you want to be a key player in these solutions?

ICF is looking for a Lead, Business Development/Project Delivery– Climate Planning to help advance business development, strategic, and technical initiatives broadly related to climate issues, including decarbonization pathways and adaptation, for public sector clients at varying levels of government.

ICF is actively involved in supporting resiliency and decarbonization efforts across the nation.  We are seeking a highly motivated individual to join our world-class team and help us continue to grow and serve our clientele in this area.

ICF needs a talented and driven team member who understands resilience and decarbonization policies and regulations to support sales and execution of ICF work in these market spaces. This position is seeking both a seller and a doer - you are expected to spend at least 50% of your time on business development. You will build, qualify, and manage a pipeline of opportunities and lead capture activities. You will develop strategic relationships across client organizations, identify new and emerging opportunities, and best position ICF to pursue those opportunities. You’ll work with world class experts to develop winning strategies and implement different aspects of work you help to pursue.

What you’ll be doing:

  • Identify and qualify viable opportunities aligned with ICF strategy, growth objectives, and priorities; maintain active, quality pipeline and capture portfolio

  • Lead disciplined pursuits through qualification, positioning, proposal submittal, interview, and negotiation phases; typically handling and advancing multiple efforts concurrently

  • Actively engage in and contribute to relevant strategy development and business planning

  • Lead development of win strategies and identify critical activities and resources needed to increase win probability; includes competitive analysis, pricing strategy, solutioning

  • Drive client-focused activities, including setting up and attending key client and stakeholder meetings throughout the life of the capture and, in targeted cases, project execution

  • Source teaming partners and work with business leads to negotiate teaming agreements and work share, including focus on diverse partnerships

  • Work with solution leads/subject matter experts, as applicable, to develop and advance technical and programmatic solutions, including relevant demonstrations and testing with the client

  • Drive proposals to meet identified client needs and win new work in a competitive environment.

  • Lead and execute resilience- and/or decarbonization-related analysis with a broad set of ICF experts, government officials and staff, and external stakeholders.

  • Establish strong relationships with regulatory staff, state energy offices, and key federal government departments.

  • Be a public spokesperson for ICF at industry associations, conferences, and other external meetings.

Minimum Qualifications:

  • Exceptional relationship building and persuasive communication skills

  • Prior BD/Capture Management and project delivery experience, including a record of winning new subnational (non-federal) business opportunities, along with relevant and current market and domain knowledge around decarbonization and resilience)

  • Outstanding reputation with a well-developed network of industry contacts

  • Demonstrated experience working in multi-disciplinary teams to produce high-impact results

  • BA/BS in government, policy, economics, business, or related degree (and preferably a relevant advanced degree)

  • 8+ years of work experience in a relevant field and preferably at least 3 years of direct experience in a similar role

  • Detail-oriented, entrepreneurial, and have strong political instincts

  • Strong capabilities to deliver solutions to complex problems and to convince others to adopt your vision

  • Comfortable in a fast-paced, team-focused environment where you need to build consensus across multiple departments

  • Willingness to travel

Preferred Experience:

  • Public sector experience

  • Detail-oriented, entrepreneurial, and have strong political instincts

  • Strong capabilities to deliver solutions to complex problems and to convince others to adopt your vision

  • Comfortable in a fast-paced, team-focused environment where you need to build consensus across multiple departments

  • Experience with climate change adaptation and resilience and/or climate mitigation and decarbonization

  • Business development, marketing and proposal experience

  • Exceptional relationship building and persuasive communication skills

  • Outstanding reputation with a well-developed network of industry contacts
