Knowledge Management Specialist (Consultant)

ICF is hiring a knowledge management specialist to support a knowledge management and taxonomy analysis task for the US Department of Labor Bureau of International Labor Affairs (ILAB). The position will be part time (50% FTE) and work will be done remotely. It is estimated the job will last from the mid-October 2021 to the end of September 2022. The consultant hired in this position must first complete security clearance forms and the USDOL security process.

Key Responsibilities:

  • Support ICF Knowledge Management lead in developing and delivering the taxonomy and knowledge management strategy for the knowledge management system.
  • Design and develop a taxonomy of terms to describe ILAB grantee-created resources and information about ILAB grants projects, to include:
    • Review existing taxonomies of project documents/project information and their metadata schemas
    • Facilitate discussions with ILAB staff about taxonomy, knowledge management strategy, and user-centered design of online information system.
    • Collaborate with ILAB staff to identify and determine categorization of grantee resources and information for inclusion in the website.
    • The taxonomy of terms includes categorizing project information, project documents and resources, reports, and learnings on how to increase effectiveness of grants to eliminate Child Labor, Forced Labor, and Human Trafficking.
  • Work with ICF and ILAB team members to accurately categorize, tag, and upload information, resources, and documents, to the online knowledge management system utilizing the above taxonomy, including potential section 508 remediation.
  • Provide feedback and input on the development of the knowledge website, especially to facilitate the integration of the taxonomy structure, to include the following activities:
    • Review the existing knowledge management website and related information and documents, provide feedback to inform the user-centered design of the website, and provide input.
    • Collaborate with and communicate taxonomy/knowledge management needs to website developers, and to other knowledge management staff working on the project.
    • Provide analysis of, feedback, and input to inform the design of storytelling on knowledge management website, including interactive data visualization dashboards and other visual storytelling media that would utilize the information, resources, and other content tagged by the taxonomy.
    • Assist in other similar and related taxonomy knowledge management tasks as needed

Basic Qualifications:

  • Bachelor’s degree, Master’s degree preferred.
  • 4+ years of experience in a relevant role.
  • Experience in developing and implementing content taxonomies and content management systems.

Desired/Preferred Qualifications:

  • Demonstrated knowledge of controlled vocabularies, classification, and taxonomies (hierarchy).
  • Experience assessing user needs (through use cases, journey maps, evaluation of analytics data, and UX research), doing content audits, creating metadata maps, and structuring content.
  • Solid understanding of user experience, search engine optimization (SEO), information architecture, knowledge organization, and metadata.
  • Proven ability to create, develop, and manage taxonomies.
  • Logical and analytical, with a strong attention to detail and adherence to overall strategy, as well as good communication skills and the ability to influence others.
  • Proven experience managing projects and (government) client relationships
  • Strong focus on process improvement and quality
  • Ability to conceptualize business problems, execute solutions, and present findings in a simple manner
  • Excellent organizational, collaboration, and communication skills
