Junior System Analyst

ICF is currently looking for a Junior System Analyst that will assist the Children’s Bureau’s Division of State Systems (DSS) in their oversight of the development, implementation, and operations of statewide and tribal automated child welfare information systems.  The Analyst will support technical assistance activities related to the implementation of the Comprehensive Child Welfare Information Systems (CCWIS) regulations, through the following:

  • Supporting the analysis of technical documentation such as:  federal functional requirements guidance/manual(s); State and Tribal project methodology approaches and project scope, charters, and processes; configuration management plan(s); vendor management plans; infrastructure and database documentation; general and detailed systems design document(s); data processing/ programming standards; and project development methodologies.

  • Assisting with technical on- and off-site reviews of State and Tribal child welfare information systems; reviewing program requirements and technical issues involving project management, organization, design, development, implementation, operation, and maintenance of child welfare information systems.

  • Researching, developing, and delivering analytical and technical work products.

Additionally, the Analyst may be required to support the Children’s Bureau at large by supporting website maintenance and other collaborative and programmatic technologies such as SharePoint, MS Teams, Knowledge Management, etc.

While this position is based in Washington, DC, you will be expected to work from home until it is safe to do so from the office. We will continue to make decisions pertaining to office access based on public health directives and guidance, practicality, and overall business requirements.

Key Responsibilities:  

  • Serve as a team member on multiple project teams with staff from interdisciplinary backgrounds and balancing competing project demands

  • Support CCWIS training and technical assistance to states and tribes on requirements and industry trends

  • Manage, track, and monitor incoming state/tribal documentation and outgoing work products

  • Assist with reviews and provide feedback of state/tribal provided documents to include Advance Planning Documents (APDs), draft requests for proposals (RFPs) and contracts, cost allocation reports, self-assessments, and support the federal government finance tracking system

  • Maintain data, information, and state/tribal responses resulting from CCWIS technical assistance and review activities

  • Maintain current up-to-date knowledge of relevant state and federal programs and policies

  • Support the preparation of high-quality written reports, training materials, and presentation-based deliverables, written at a level appropriate to the identified target audience

  • Travel (approximately 5-10%) to conduct onsite monitoring and assessment reviews of CCWIS and non-CCWIS systems and develop reports summarizing findings and recommendations from onsite reviews.

  • Assist in project implementation and management, requiring strong project management skills and process and procedure development, utilizing project management tools to help achieve project milestones and successes

  • Work closely with the ICF project manager and client division director(s).

  • Contribute to regular reporting and evaluation including data collection and continuous quality improvement efforts

  • As directed, coordinate and collaborate with other client divisions to ensure congruency on joint projects.

  • Maintain email listserv, mailing lists, State Outlook contacts, funding approval budget, APD due date reports, action due report, and “authorized signatories” list.

 Basic Qualifications: 

  • Bachelor’s degree in social work, public administration, or related field

  • 3 - 5 years of experience working in human services field, preferably child welfare or information technology

  • Demonstrated project management experience

  • Ability to work independently and as part of a team, be flexible, multitask, prioritize, and balance multiple projects simultaneously and thrive in a fast-paced environment

  • Proficient skills utilizing Microsoft Office products including Outlook, Word, Excel, PowerPoint, SharePoint, and Teams

Preferred Skills: 

  • Excellent written and verbal skills

  • Ability to write quality reports outlining findings and recommendations in clear language

  • Knowledge of project management processes and principles, including developing and monitoring project budgets 

  • Knowledge of child welfare programs and state/tribal SACWIS/CCWIS systems

  • Certified Associates in Project Management (CapM)

  • Strong analytical, problem-solving, and decision-making capabilities
