International Survey Manager (French Speaking)

ICF seeks an experienced, French-speaking Survey Manager for international population-based surveys (PBS). ICF conducts food security and resilience surveys for the USAID Bureau for Resilience and Food Security and Bureau for Humanitarian Assistance and supports HIV impact assessment surveys for CDC. Surveys are conducted across the globe. ICF is committed to strengthening survey implementation and data use while managing these surveys, and the survey manager will be part of these efforts providing technical assistance and training to implementing partners. This is a full-time position based in Rockville, Maryland. As per current ICF guidelines, this position will be a hybrid position reporting onsite two days a week.

Key Responsibilities:

The Survey Manager has overall responsibility for managing a country survey; leading country surveys through all stages of the survey process, serving as the primary point of contact for the client for that survey, providing technical and logistical oversight, and coordinating different technical teams (e.g., data processing, analysis) and the local survey implementation partner. Specific responsibilities include:

  • Leading and managing country level survey operations
  • Serving as the primary point of contact for the client and the local survey implementation organization and ensuring effective communication throughout all stages of the survey process for all stakeholders
  • Developing and monitoring survey work plans and budgets
  • Managing the survey implementation organization including overseeing the selection of the survey implementation organization and monitoring implementation and quality of deliverables
  • Designing or adapting survey questionnaires and protocols and obtaining ethics board approval
  • Reviewing computer-assisted personal interviewing (CAPI) data collection applications
  • Preparing or adapting training materials and working with implementing agencies to train local field staff in questionnaire content and interviewing techniques
  • Monitoring of data collection and data quality, and working with implementing agency to ensure proper fieldwork procedures are followed
  • Managing, writing, and reviewing survey reports, including descriptions of survey activities and interpretation of survey results
  • Working with the others assessing survey implementation and data use capacity and design and implement capacity strengthening plans
  • Responding to monitoring and evaluation data and project reporting requests and participating in learning events
  • Mentoring junior staff
  • Supporting other survey managers or performing other survey related activities as needed

Basic Qualifications:

  • Master’s degree in demography, public health, statistics, survey methodology, nutrition, epidemiology, economics
  • 7+ years of experience in designing, managing, and implementing population-based household surveys
  • Experience working in low- and middle-income countries
  • Experience working with implementing organizations, government officials, donors, and other stakeholders in low- and middle-income countries
  • Experience developing and managing work plans and budgets
  • Ability to deliver high-quality presentations and written reports
  • Experience managing projects
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
  • Ability to write reports and present orally
  • Ability to work both independently and with multi-disciplinary teams
  • Ability to travel internationally up to 25-30% of time
  • Fluent spoken and written English and French

Preferred Qualifications:

  • PhD in demography, public health, statistics, survey methodology, nutrition, epidemiology, economics
  • Experience conducting surveys in in low- and middle-income countries
  • Knowledge of and experience in survey design for complex surveys and complex survey data analysis
  • Experience training in anthropometry measurements and
  • Experience using computer assisted personal interviewing (CAPI) tools
  • Experience using with applied statistical packages, preferably STATA, SPSS, or SAS
  • Experience managing, supervising, or mentoring junior staff
  • Relevant experience and a broad familiarity with subject matter related to food security, gender, poverty reduction, nutrition, agriculture development, natural resources management, resilience, HIV, and vulnerable populations
