IMPACT and ACCESS Evaluations Team Lead

Data for Impact (D4I), funded by the United States Agency for International Development (USAID) through a cooperative agreement, continues its long legacy of building evidence to improve health systems and programs. D4I supports countries to generate and use high-quality data to improve their programs, policies, and—ultimately—health outcomes. D4I is an associate award of MEASURE Evaluation, which closed in 2020. We work in low-resource settings, applying innovative analytic methods that use existing data and new data for policy and programmatic decision making. D4I is led by a team from the University of North Carolina at Chapel Hill (UNC) through the Carolina Population Center. ICF is a consortium partner of D4I along with Palladium, John Snow, Inc. (JSI), and Tulane University.

ICF, through D4I, will conduct two midterm reviews in 2021 of USAID activities in Madagascar:

  • Improving Market Partnerships and Access to Commodities Together (IMPACT) is a five-year, $30 million USD activity promoting the total market approach to strengthening an efficient supply chain for the health sector in Madagascar. IMPACT is implemented by Population Services International (PSI) and partners with funding from USAID. IMPACT is beginning its third year of implementation, and a midterm review is needed to inform adjustments to the approach for years four and five. In particular, the assessment will see how the award is addressing components (public, social marketing and for-profit) in a holistic way, and how much traction has been made with the Government of Madagascar (GoM) on integrating the three components into a functional system.
  • The Accessible Continuum of Care and Essential Services Sustained (ACCESS) Program is a five-year, $90 million USD activity that aims to strengthen district health management team’s capacity in planning, management, monitoring and evaluation at the community, facility, and district levels. ACCESS is implemented by Management Sciences for Health (MSH) in 13 of the 22 regions in Madagascar. This review will assess program implementation and will provide insights to inform ongoing operations as well as USAID’s annual portfolio review and performance planning.

ICF is seeking a Team Lead or Leads who can perform the following tasks for each of the assessments:

Task 1: Conduct a Literature Review

Consultant will lead the conduct of a literature review of relevant subject-matter literature and project documents (including reviewing existing quantitative data showing trends).

Task 2: Develop an Evaluation Protocol

Following approval of a general workplan and budget by USAID, Consultant will develop a detailed evaluation protocol. To inform the protocol, Consultant will develop a draft evaluation matrix that outlines the evaluation questions, data sources, and analytic techniques. The protocol should also include refined and finalized evaluation/review questions, a methodological approach, a data collection schedule and instruments, and an analysis plan.

Task 3: Collect and Analyze Data

Consultant will lead data collection, which may include key informant interviews, focus group discussions, online surveys, and other data as described in the protocol. Consultant will also develop an approach to conducting data analysis and lead the team to complete analysis. Consultant will also lead workshops or meetings with stakeholders to identify and synthesize findings, as necessary.

Task 4: Develop Evaluation Report and Dissemination Materials

Consultant will lead development and take primary responsibility for drafting an assessment report in English, and a slide deck in English and French, that provides key findings and recommendations from the assessment(s).

Qualifications

  • Significant past experience serving as a Team Lead for USAID evaluations.
  • Expertise in quantitative and qualitative evaluation methodologies and approaches.
  • Subject matter expertise in maternal and child health, health systems, and or supply chain.
  • Spoken and written French fluency.

Preferred Qualifications

  • Expertise in supply chains for health commodities and total market approaches (TMAs).
  • Expertise in quality improvement (QI) approaches and assessment.
  • Experience working with routine data systems (LMIS, DHIS2, HMIS).
  • Experience in the Madagascar health system.
  • PhD in related field and 10+ years of experience.
